At present, for the study of the structure of fiscal expenditure is mostly based on promoting economic growth, or is from the national level analysis, based on the people’s livelihood development research is less, especially the study of local and sub provincial cities is more rare. In this paper, the public management theory as a starting point, the livelihood of the people’s livelihood as the angle of view of Harbin City, the optimization of the structure of fiscal expenditure. This paper focuses on the expenditure of the Harbin city investment scale and structure, the empirical analysis, reveals the development trend and existing problems, Harbin Economic and social development to provide more reasonable financial expenditure structure, and for the province and other cities in the country livelihood from the perspective of optimizing the structure of fiscal expenditure to provide reference based on, has a high practical significance.This paper systematically reviews the domestic and foreign research status of fiscal expenditure structure optimization, carding and the related basic theory, in Harbin, the financial expenditure structure optimization concepts involved in the study defines and summarizes the domestic and foreign related to people’s livelihood finance expenditure structure mode and successful experience, and combing the relevant theory. On this basis, according to the Harbin City in the past year and the existing fiscal expenditure structure, and other countries and cities at the deputy provincial level data analysis, it is pointed out that the characteristics existing in Harbin City, the structure of fiscal expenditure is the growth of the total expenditure in recent years, the economic service expenditures accounted for the ratio of increase, general administrative services expenditure accounted for ratiodecreased, spending on social services accounted for than the rise. And thus conclude that people’s livelihood related expenditures accounted for the proportion of fiscal expenditure is still low, effect of fiscal expenditure did not reach the due level, fiscal expenditure in the inter annual overall arrangements blank, the fiscal expenditure performance evaluation mechanism of Harbin City fiscal expenditure structure and the existing problems. After analyzing the problem, we come to the conclusion that the current financial expenditure structure model in Harbin needs to adjust and optimize based on the perspective of people’s livelihood.This paper aiming at the shortage of current of Harbin City, the structure of fiscal expenditure, draw lessons from developed countries, developing countries and the other sub provincial cities fiscal expenditure structure optimization experience,proposed fiscal expenditure structure of the whole with the economic and social development stage is closely related with economic development stage theory,consumption demand change theory, need to constantly adjust optimization of dynamic process of development, put forward to the people’s livelihood oriented rebuild the policy target, improve the social service expenditures accounted for the ratio, overall planning of the people’s livelihood finance expenditure to ensure use effect, establish and improve livelihood finance expenditure performance evaluation system will improve the level of people’s livelihood of optimizing the structure of fiscal expenditure proposals.
