Research On Engineering Supervision Enterprise Developing Project Management

Engineering Supervision System (ESS) has played a quite positive role on domestic construction market since 1988. However, with further developing of domestic economic and more opening market, ESS and Engineering Supervision Enterprises (ESE) have obviously emerged theirs shortage. The competent department of construction of the State Council has issued serials of guidelines and instructions of cultivating and developing ESE since 2003, and then has stressed that government will make further effort to adjust supervision coverage in 2014. Under the situation that the supervision coverage will be narrowed possibly and the engineering consultant service will be marketized, ESE must seek for transition to survive.First, this paper mainly adopts research methods of data collection and data statistical to analyze the overall condition of domestic supervision industry and main business of domestic supervision enterprises and theirs managements, to find out developing situation of domestic supervision industry and domestic supervision enterprises.Next, this paper introduces three aspects, which are market economy, enterprise development and policy promotion, to analyze the necessary of supervision enterprises develop Project Management (PM), and it analyzes the major work of each unit in project construction and the legal liability of construction units to express clearly the position and the conception of PM and the differences between PM and project supervision.By analyzing the developing situations of both domestic and foreign excellent supervision enterprises and then inducing theirs characters, the paper presents the transformation direction and concrete goals of PM for domestic supervision enterprises. With various services that supervision enterprises would provide, the paper layouts different management models and then analyzes the different legal liability that supervision enterprises would take.At last, this paper aims to analyze the obstacles and conditions from both internal and external situations when ESE develops PM for transition.
