Rapid growth of economy was accompanied by excessive consumption of resources and serious environmental damage,the extensive mode of economic growth will inevitably lead to sustainability of social development,many cities due to the excessive development of underground mineral resources made the collapse of the road,in addition,land desertification,water quality nutrition,haze weather also happened frequently,series of consequences have a wake-up call to the world,there was a bottleneck of economic development in our country,keeping using the previous pattern of economic development is bound to the consequences,it is really necessary to promote energy saving and emission reduction.Resource-based cities is the important strategic energy security base in our country,it is the key of the implementation of energy conservation and emissions reduction in China.This dissertation take the 106 mainly resource-based cities in our country as the research object,first by collecting relevant data,analyzed the energy consumption of major resource-based cities and found that the degree of energy consumption in these cities was on the rise,especially in the coal and oil city.Then used the data envelopment analysis,calculated the total-factor energy efficiency of major resource-based cities,and found that the total-factor energy efficiency of resource-based cities in our country was generally low,and presented great differences in industry and region,expressed in the total-factor energy efficiency of the petroleum resource-based cities and the western resource-based cities were much lower than the average level.On this basis,this dissertation take improving the energy efficiency and reducing pollution emissions as the goal,through the "stimulus and response" pattern preliminarily designed the path of energy conservation and emissions reduction,and established the empirical test of measurement,deduced the potential influencing factors of energy saving and emission reduction gradually,successfully build the path of energy conservation and emissions reduction of resource-based cities.Finally on this basis,this dissertation put forward that the resource-based cities should adjust the capital labor ratio,increase the intensity of a tax on polluting enterprises,reduce industrial proportion,strengthen the education and science-technology level,expand foreign investment promotion and capital introduction to realize energy conservation and emissions reduction,and give preference to petroleum resource-based cities and the western region of the resource-based cities.
