Since the industrial revolution, the continuous transformation of production mode has led to the rapid development of the global economy, as an important engine of economic development, the energy has been attached importance by more and more countries in the world, energy issues has risen to the national security issues. The contradiction between the non-renewable and the scarcity of fossil energy and the great dependence of human beings on it is becoming more and more deep, which makes us have to think about how to improve the utilization efficiency of energy and accelerate the development of new energy. At the same time, in the process of exploiting energy, a large amount of greenhouse gases and other pollutants, which cause global warming, ecological environment deterioration, threaten the survival of mankind.Whether from the perspective of energy supply and consumption level, our country is facing great energy pressure, energy structure is irrational, energy using efficiency is low, which results in a large number of pollutants discharged into the air, more and more haze in China in recent years brings serious impact on people's physical and mental health. At the same time, China is the world's largest carbon dioxide emissions, as a responsible big country, should take action to control carbon dioxide emissions. The quantitative calculation and comparison of energy efficiency and emission reduction potential of our country can provide the basis for the province to develop the energy and environmental policies. It can avoid the problems of the country. It will help to improve the overall energy efficiency and reduce the emissions of greenhouse gases and pollutants. Therefore, this study has very important practical significance.Based on the analysis of domestic and foreign research on energy efficiency and energy saving, the paper chooses to study the energy efficiency of each province in the framework of the whole factor, and then, in view of the real background of carbon emission reduction pressure and haze pollution in China, the output indicators of carbon dioxide, sulfur dioxide, nitrogen oxide, smoke dust, etc.. Then, after analyzing the advantages and disadvantages of the traditional data envelopment analysis model, a SBM model is constructed to calculate the total factor energy efficiency and energy saving potential. Then, this paper analyzes and explains the data of input-output index of every province in 2012, and uses the SBM-Undesirable model to calculate and analyze the potential of energy efficiency and emission reduction potential of the province in 2012. The results show that there are obvious differences in total factor energy efficiency among different provinces in 2012, and the average is only 0.532, the total factor energy efficiency is lower than the national average level, except for Beijing, Shanghai and Guangdong provinces, there is a big improvement in other provinces. The energy efficiency and energy saving and emission reduction potential are reverse correlation. Finally, this paper puts forward some policy suggestions on how to do a good job of energy saving and emission reduction.
