Research Of Spatial Economic Structure And Optimization In The Tianshan North-slope Urban Agglomeration

At present, the urban development of our country has entered a new stage, the level of urban city has been greatly enhanced, the number of cities has grown greatly, and the size of cities has also become larger and larger, these lead to the change of the urban size standard and an unprecedented good situation of the urban development. ‘National new urbanization planning(2014-2020)’ clearly puts forward to optimize the pattern of urbanization in our country, which makes the mid-west urban groups become a new important growth pole to promote the regional coordination development, and promote the formation of the great regional cooperation between the mid-west urban groups and Central Asia even the whole area of Eurasia.The Central Urban Working Conference, held in Beijing in December 2015 proposes that the urbanization achievements should be also shared by the mid-west in the vicinity. As Xinjiang is positioned as the core area of ‘the Silk Road Economic Belt’, the Tianshan North-slope urban agglomeration is responsible to be the driving engine in the western region.This paper makes an demonstration analysis on the northern slope of Tianshan Urban Group in Spatial economic structure including four aspects as the hierarchical structure, the function division structure, the spatial linkage structure and the spatial distribution structure, using the Law of the Primate City, the Pyramid Rule, Nelson method, position quotient law, gravity model, the membership model and the potential model for analysis and research. Through the research, here comes the following conclusions.Firstly, in the aspect of the city scale, the development turns to imbalance from relatively balance,which trends to strengthen year by year, and obviously the household registration system has become the bottleneck of constraint on the development of Tianshan North-slope city group. Secondly, in the aspect of the function division structure, the function division of Tianshan North-slope city group is with few prominent function, but much weak function, exists the problem of unreasonable industrial structure,which becomes worse; while in these six cities like Urumqi, Changji, Shihezi, Bole, Hami and Turpan, the function structure is relatively perfect, in Kelamayi, the industrial structure is unreasonable, and in the rest of the city, the prominent functions are just in the medium level; There is some self-competition between cities inside the city group.Thirdly, in the aspect of the urban agglomeration spatial connections, space contact intensity is obvious directivity and near field directivity; the situation of Urumqi-Changji-Shihezi is better than Kelamayi- Kuitun- Urumqi, and the contact strength between the two urban agglomerations is low; Yining, Hami and Bole, have poor space contact intensity with other cities because they are far away from the center city; the membership degree between central and surrounding cities is more balanced in Urumqi-Changji-Shihezi city group, while that in Kelamayi-Kuitun–Urumqi urban agglomeration is more extreme; The spatial poly potential of Urumqi, Changji, Karamay, Shihezi is higher. Fourthly, in the aspect of the city group spatial layout, Tianshan North-slope urban agglomeration has the typical ‘point-axis’ spatial distribution characteristic and the main cities locate along the railways, roads, rivers, and other important main traffic lines; The space compactness and the space interaction intensity of Tianshan North-slope city group have been greatly improved, the situation of Urumqi-Changji-Shihezi city group is much better than the second city group, and the population density index and urban density index appear decline to some degree. In short, the compact space degree is poor, and the spatial structure is not stable.Based on the above research results, this paper points out that different cities should develop themselves according to the local conditions, set a definite orientation for the city functional division, guide the elements resources with a rational allocation, improve the comprehensive strength of the city, accelerate the construction of transport infrastructure, cultivate the sub-prime growth poles, strengthen the membership degree of center city, optimize the urban space layout, elevate the compact degree of space, set up the mechanism of coordination among governments.
