Research On PPP Mode Introduced In Construction Of Nursing Agency In China

In recent years, that China’s aging population degree and "421" family framework,bring enormous challenge to the family care. Moreover, community pension system is not completely developed. Thus, the pension institution is particularly important.But,currently, the state of rigid expenditure is increasing, it’s still far from the fiscal expenditure of the pension services, showing that the government is weak in power in establishing pension institutions. And China’s aging population is characteristic in big cardinal number, empty nest, advanced aging, bringing huge pressure on China’s pension. How to give full play to the people of wisdom to explore a new mode of old-age care institutions is an important measure for China’s old-age service system.Public-private partnerships(PPP), is developed by the public sector and the private sector basing on sharing benefits and risks, aiming to provide public goods or services.PPP was originated in Britain and brought into China in the 1990 s made great achievements by launching a massive project practice.This paper explores to introduce PPP model in developing our country pension institutions. First, it analyzes the present situation of pension system in China, which points out there are still several problems in it. The PPP as a new model is put forward to solve those problems and the connotation and extension of PPP also be discussed.The feasibility of the PPP is proved basing on the comparison between the PPP mode and pension institution. The advices of developing pension institution are promoted on the foundation of its conclusion, the experience from abroad and the domestic.
