With China’s economic and social development and change in population’s structure, China has entered the aging society in the late20th century. China’s aging population is characterized by large in amount, big in age, and "empty nest" in the family structure, imposing huge pressure to the country. To ensure the life of the elderly people, China’s government has issued a series of policies and measures, establishing the elderly care system characterized by family care as the basis, community care as the support and institution care as supplement. However, with the core family increases, family care for the elderly has become insufficient, and at the same time the community care has not been popular among elderly residents. As a result, elderly care houses and institutions are playing a significant role in China’s elderly care and welfare. Since the reform and opening up, China has made great achievements in the cause of elderly care and security. But at present China’s nursing institutions for the elderly are facing lots of problems, with insufficiency in total amount and low quality in service. It is, therefore, imperative and significant to explore new methods and mechanism to develop China’s old-age care institutions.PPP, short for Public-Private-Partnerships, present a framework that public and private sectors corporate to supply pubic goods and services to society, sharing both benefits and risks. Compared with the traditional way to public goods supply, PPP can combine the advantages of public and private sectors, helpful to solve problems in fund, technology and management in public goods and service supply. Worldwide speaking, PPP has been widely and successfully used in such areas as infrastructure, education, health care, social housing, elderly care and community services. Since the1980s, PPP has also been used in China’s public goods supply, especially in infrastructure and achieved a lot. But nationally speaking, PPP has not been made best use in China’s public cause. Therefore, this thesis attempts to do some research on elderly care institutions with PPP, in order to better solve problems of old-age nursing institutions development in China.As to the whole structure, the thesis firstly introduces the definition and types of PPP, and then presents the problems existing in China’s nursing homes and institutions. And based on the first two parts, the thesis does feasibility analysis on PPP used in old-age care institutions theoretically and practically. In the following part, the thesis presents successful experiences and practices in nursing institution with PPP in Singapore, the US and Taiwan. And in the last part, the thesis put forward some advices to improve China’s old-age care institutions with PPP mode. According to the thesis, such measures shall be taken to make best use of PPP to improve our old-age nursing institutions as to formulate and perfect laws and regulations relative to PPP, to chose proper concrete modes of PPP according to different projects, to improve favored policies and to Strengthen the comprehensive management.
