With the intensifying aging problem, health and health care have become one of the prominent issues of China’s aging problem. The non-chronic communicable diseases, in addition, have become the major health-threatening problem. As a result, the elderly care issue of the modern society has been more and more highlighted. The promulgation of the “New 10 Measures” has made the health insurance the priority of financial reform during the new normal. The promotion of commercial health insurance, the stimulation of the consumption of commercial health insurance constitute the important content of building the multi-layered social insurance as well as the major measures of deepening the medical and health services restructuring, which attaches great importance in the alleviation of the social problem brought by the aging problem as well as in the upgrading of people’s elderly care standard.Based on the historical statistics from 2010 to 2014, the essay has firstly analyzed the status quo of health insurance in China, the premium has taken a relatively low proportion alongside the consumption scarcity. However, health insurance leaves a huge potential for health insurance. Further, on the practical research of Xiamen, Zhangzhou and Quanzhou in Fujian Province, the essay has concluded the pattern of health insurance consuming behavior in Fujian by adopting the demand theory, relative income hypothesis and the behavioral decision theory. Porter’s Diamond Model theory has been adopted to build a corresponding model of commercial health insurance. A total of 12 impact factors has been formulated. Dimensionality reduction is conducted by the adaptation of principal component analysis and factor analysis method based on the relevant data from 2010 to 2014. The principal component formula is further extracted. The key elements which affect commercial health insurance consumption have been traced by adopting the component score coefficient matrix. Based on the analysis, the pattern of urban and rural commercial health insurance has been further concluded.The essay has found out that the level and condition of medical and health institutions, the input degree of the medical and health service, the policy behavior and the effectiveness of the government have become the elements which affect health insurance consumption from the governmental level. From the aspect of insurance company, its optimization and adaptation towards the business management expenses and its training the professional insurance personnel has become the impact factors. The properties of household register, disposable personal income, the degree of education form the factors from the consumers’ aspect, including the CPI.The research concludes that in order to promote the effective consumption of health insurance, to begin with, the government should increase the expectation of people’s future income in order to increase the current consumption of health insurance alongside the promoting of current income level. As to the insurance company, it needs to ameliorate itself in terms of promptly adapting the business management expenses according to the market information, increasing the research into the designing of health insurance products. As to the consumers, the upgrading of the degree of education, the popularizing of the insurance knowledge, the promoting of the awareness of the residents are the key elements for boosting health insurance. In addition, the advancing of consumer’s morality and credit level will also lead health insurance evolving towards a healthy direction.
