Study On Financial Incentives System Of One Project One Discussion In Countryside Level Public Welfare Undertaking

The CPC Central Committee and the State Council have always attached great importance to agriculture, rural areas and peasants. “One Project One Discussion” financial reward and subsidy system is a special agriculture supporting institution aiming at improving rural public products supply and development of public welfare, which has played an active role in solving the problems of village-level public products supply. To a certain extent, it promotes democracy construction in rural areas as well as congruence between people’s lively-hood demand and government supply. It also broadens capital channels for infrastructure construction, improving living conditions in rural areas. And it provides an effective guarantee over consolidating agriculture foundation, activating development vigor of rural areas and promoting the economy development. However, there are still many problems during the implement of the system, embodied the unsatisfactory effects of democratic discussion, insufficient executive power of the project managers, capital shortage and so on. Accordingly, the research is carried out mainly from the point of view of the problems existing in practice and the system itself.In the essay, the research is taken based on Quanzhou Taiwanese Investment Zone, with the help of public finance and public products theories to analyze the adaptability of “One Project One Discussion” financial reward and subsidy system. By documentation research and data analysis, the essay surveys the current practical situation and existing problems of the system in Quanzhou Taiwanese Investment Zone, takes in-depth analysis into the existing problems. The goal is to propose policy recommendations over the operational level and provide theoretical and practical basis for further improving the village-level public goods supply system.
