Research On The Affecting Factors Of The Performance Deviation Of One Project One Discussion Financial Subsidy Policy

With the reform and opening up,the public goods supply gap formed by the urban-rural duality pattern can not be solved by relying on rural internal social resources,and the problem of supplying public goods for village-level also can not be circumvented when balancing urban and rural development.The One Project One Discussion financial subsidy policy aims to solve the plight of the supply of rural public goods,It is difficult to achieve the desired performance because of many limiting factors,and the deviation between the real performance and the ideal performance during the implementation of the policy is objective.The public value vacancies under the result-oriented evaluation mode,and the contradiction between supply and demand of village-level public goods supply is outstanding.Based on this,this paper will focus on the research problem about the influencing factors of the performance bias of the One Project One Discussion financial subsidy policy.The deep excavation of the influencing factors of the performance bias can provide the theoretical basis for correcting the performance bias and effectively supplying the village-level public goods.10 counties(districts)in Gansu Province are taken as the research samples,the data were collected through in-depth interviews with stakeholders,and the interview text timely transcribed and noted is managed and encoded with NVivo10 software.Based on the qualitative analysis of the data,the influencing factors of the performance bias of the financial compensation system are explored,and the core influencing factors are identified under the guidance of the content analysis method.The results show that the influencing factors of the performance bias of the One Project One Discussion financial subsidy policy include four main aspects: policy environment,village characteristic,policy preference and policy cognition,and include 13 specific factors : social development,institutional arrangement,administrative system,village scale,natural geographical features,the characteristics of the two committees,factions in the village,villagers' preference,the preference of the village cadres,the government preference,the cognitive ability,the propaganda mechanism and the values,among which,as the core influencing factors,administrative system,institutional arrangement,the characteristics of the two committees and factions in the village have a larger influence on performance bias.Combined with the analysis results and the original intention of policy making,some governance strategies are puts forward to correct the deviation of performance from four following perspectives: optimizing the policy environment,improving the village-level governance,balancing the policy preferences and strengthening the policy cognition.In this paper,we systematically study the performance bias of the One Project One Discussion financial subsidy policy,and construct a preliminary theoretical model of influencing factors of performance bias which enriches and expands the existing theory.However,due to the limiting conditions,this paper fails to further study the situation in the East Central and even the whole country,therefore,the applicability of the theoretical model remains to be tested.In addition,the relationship between the various factors,the mechanism of action and the formation mechanism of performance bias need to be further studied.
