Problems And Countermeasures In The Implementation Of The "One Project One Discussion" Financial Reward And Compensation Policy For The Construction Of Public Welfare Projects At The Village Level

It is the progress of the public finance system to introduce the financial award subsidy system on the basis of the financing and raising system of "one project and one discussion".From the practical point of view,the award and compensation system promotes the development of village public welfare undertakings,improves the living conditions of villagers,speeds up the development of rural economy,makes the function of grassroots democracy and politics improved,and improves the relationship between cadres and masses at the grass-roots level.However,due to the existence of differences in geography,culture and economy of the country,there are some inevitable problems in the implementation of a proposed financial awards complement system.This thesis is based on Anxi County,through the analyses and summaries of the implementation of the financial reward and subsidy policy from 2009 to 2015 and interviews with relevant personnel,the author sum up some problems in the process of the implementation of the financial award subsidy system,such as the project management is not standardized,the propaganda of policy does not reach the designated position,construction is focusing on but the performance evaluation lighting,the strength of integrating and utilizing of capital is small,the proportion of financial awards complement is small,the funds for construction are not enough.These problems not only affect the smooth implementation of the complement system,but also weaken the role of complement.Through the analyses of the causes of the problems and under the guidance of relevant theories such as public products,project management and policy implementation,the countermeasures are put forward to standardize project management,expand policy propaganda,establish a scientific performance appraisal system,integrate the funds of rural public welfare construction and increase the investment of construction funds.The countermeasures can play a certain role in the better implementation of the financial reward and subsidy policy,making it a greater contribution to the construction of public welfare undertakings at the village level.
