Evaluation Of Regional Innovation Capability In Northwest China

With the rapid development of economic globalization and increasingly fierce regional competition, regional innovation capability has become a determinant factor that promote regional economic achieve competitive advantages. However, for historical, geographical and political reasons, in such aspects as economy, culture in northwest China are lagging behind finding out the causes of deficiency of the northwest region innovation ability, giving full play to the advantages of resources and innovative potential, realizing the regional innovation ability and promoting the jump of economy have become the main task of the northwest region faces and needs to be research topic.This paper first introduces the basic innovation ability theory and related basic theory. Second, this paper that takes the northwest five provinces as the research object builds the regional innovation ability evaluation index system from the abilities of knowledge creation, knowledge flow, enterprise analysis to evaluate the capabilities of the five aspects separately, as well as analytic hierarchy process to comprehensively evaluate the northwest regional innovation ability. Then, according to the evaluation, the paper sums up the problems existing in the northwest regional innovation and deficiency. Finally, the suggestions promoting the innovation ability in northwest China are put forward. It is important to promote production-study-research cooperation, use of subjective initiative of the enterprise, highlight the enterprise’ innovation and encourage to build R&D institutions, improve energy utilization, increase the traditional technical innovation, promote combination of finance and science and technology, perfect the policy environment, quicken the change of government function, strengthen the construction of talent and improve the quality of the scientific research personnel.This paper is based on solving the existing problem in the regional innovation system in the northwest region that has important reference value and practical significance to promote the northwest region and other less developed areas.
