| Retirement with honors, one of the cadres retirement system, refers to the recuperation of cadres who participated in the revolution work and underground work of the Communist Party of China(CPC) before the foundation of The People’s Republic of China. Retired cadres are those who started to work after the foundation of The People’s Republic of China and retired from the post.A perfect system should be established and managed by supervisory organization and the government to provide political status and material benefits to retired cadres. The government should improve the system of financial support, medical insurance and retired fee guarantee for the retired cadres with honors. Supervisory organization should take the responsibility for retired cadres.A comprehensive response to an aging society is a prized symbol of the longevity, guarantee of the life quality of the aged people, promotion of national prosperity and the prosperity of a country. As a part of aged people, the work of retired cadres is also an indispensable part of the work of aged people and cadres. This work, which is the responsibility of our government and the CPC, plays an active role in the construction on harmonious society. The work of retired cadres is special from that of cadres in work object, task and method. It spans between cadre personnel system and security system with the characteristics of policy, thought, coordination, service, time, difficulty, and wide range.Based on the connotation of retired cadres, material benefits for retired cadres and government fiscal responsibility, this article suggests that the government should perform its duty to provide the retired cadres with good treatment according to the supplement and the actual character of retired cadres. Currently treatment for retired cadres and its changes are also discussed. The government fiscal responsibility of the supplies of the treatment for the retired cadres is analyzed with S city as an example by means of individual interviews and social investigation. Meanwhile, this article studies on the financial situation of the supplies of the treatment for the retired cadres in S city between 2010 and 2014 by data review and collection. With the analyses of funding needs and government security function, feasible suggestions and strategies are proposed to help to solve problems of fiscal responsibility of the supplies of the treatment for the retired cadres. |
