Since our country enter the aging society in 1999,the population aging speed up development.It is the inevitable course of social development in our country,at the same time bring a lot of political,economic and social problems.At the "Twelfth five-year" period, China has ushered in the first elderly population growth peak,which will further accelerate the ageing process.Predicts 2055 elderly population will increase to 487 million, accounting for about 35% of the total population. Therefore,in order to deal with the negative effects of the aging society and change the traditional pattern of human resources development,we must develop human resource of the elderly.Retired cadres is an outstanding representative in the elderly,which we should pay attention to and be reasonable used.This article is based on retired cadres as a research group and retired cadres of Heze as an object of study. Using methods such as household visiting, questionnaire, held seminars to carry out empirical research. From aspects such as the present situation of human resources development of Heze retired cadres, characteristics, main methods, existing problems and so on to investigate. From the survey data and the retired cadres reflects the status to analyze the following factors. Currently, most retired cadres are very likely their intelligence and experience can be effective exploit. However, due to the factors such as there is a deviation understanding and ideas of retired cadres, the human resources development mechanism of retired cadres is not sound, retired cadres department is not capable to guide work, retired cadres of their own value judgment is not accurate, the human resources development process of Heze retired cadres is seriously limited.This article presents the corresponding counter measures: First, seting up the new concept of human resources development of Retired cadres.Second, building a perfect government-led policy system.Third,improve the work of human resource management of retired cadres.Fourth,digging for the potential of retired cadres on their own. Proposed a targeted and practicaland recommendations from four angles of society, state, retired cadres department and the retired cadres, to achieve a reasonable human resources development and utilization purposes of the retired cadres.
