Content:Agriculture is a reassuring and social stability industry, it supports thecountry’s economic and social development, if the agricultural problems occurs,foodsupply instability, economic and social development will be seriously threatened. Inrecent years, Jiangxi continuously promote "the development of green upgrades rise"strategy, accelerate the "four modernizations" pace, people’s living standardsimproved significantly, but it also makes the demand for food rising, Meanwhilefrequent occurrence of extreme weather disasters, returning farmland to forest andlakes, declining crop plantings and other factors make it’s more difficult to increasefood production in Jiangxi. The contradictions between limited arable land resources,frequent occurrence of extreme weather disasters and growing demand for food, makeJiangxi food security threatened. In modern agriculture, enhancing food productionmainly depends on continually increasing food productivity.This study use the survey data in Jiangxi village and farmers, apply theknowledge of economics, meteorology, and other relevant knowledge. First, measureJiangxi early rice and late rice production technology efficiency, discuss seasonalvariations of climate disasters, on this basis, further study influence factors of earlyrice and late rice production technology efficiency in circumstances of differentseasonal extreme climate disasters, and focus on analysis the rural disaster responsestrategies effects on the technical efficiency of rice production. In order to provideempirical support for improve the technical efficiency of rice in Jiangxi, increase theyield of rice, ensure food security, the paper finally obtain the followingconclusions:(1)The average technical efficiency of early rice in the flood year and laterice in drought years were lower than normal, extreme weather disasters will increaserice production technology efficiency loss.(2)The difference production technologyefficiency of early rice in the flood year and late rice in drought years between thevillages and peasant households are higher than normal, differences in the productiontechnical efficiency of early rice in normal year in17.4%, early rice in the flood yearin21.5%, late rice in normal years in11.9%,late rice in drought years in24.4%decided by the village disaster differences response.(3)Household characteristics areimportant factors that affect the efficiency of rice production technology, the villagedisaster response factors affect farmers characteristic factors, which have effect on thetechnical efficiency of rice production.(4)Land characteristics have a positive effecton improving technical efficiency of rice production, and extreme climate disasters indifferent seasons showed different degrees of effect.Based on research findings, this paper proposes to promote agriculturetechnological progress and cooperate with the climatic resources; Improve the quality of rice farmers, improve it’s ability to respond to extreme climate and make the rightcoping strategies; Maintain land quality, promote Sustainable AgriculturalDevelopment; Strengthen village agriculture extreme weather disaster warning andother policy recommendations.
