Since the reform and opening up, China’s animal husbandry has made great achievements, the rapid growth of animal husbandry led to the rapid development of the rural economy, but animal disease has become a bottleneck restricting the development of animal husbandry. Such as Highly Pathogenic Avian Influenza outbroke in2004infected132,500birds,the number of deaths and culled115,400and2,501,700. Moreover, animal diseases are also seriously threat to human health, such as H7N9avian influenza outbroke in2013, Highly Pathogenic Avian Influenza outbroke in2004and Severe Acute Respiratory Syndromes(SARS) are huge threats to human health in China. Therefore, the prevention and control of animal diseases has become the important work to safeguard the economic development and the maintenance of human health.During animal prevention and control management process, farmers are not only direct stakeholders, but also one of the most important aspects of prevention and control work, so this article chose to study animal disease prevention and control management from the perspective of farmers. The study use multivariable linear regression model and field research Ziyang City of Sichuan Province to explore the factors that affect farmers prevention and control behaviors. First of all,this article elaborated China’s animal epidemic status and Prevention and control of management status both at home and abroad.all of these are the foundation for later study.Subsequently, the study takes avian flu as the object of the research to study the impact of animal diseases to China’s livestock industry and farmers. First, this paper use production, prices and other data to estimate the impact of the avian flu outbreak in2004and2005to the production, the price of livestock and poultry products, feed industry and livestock exports of livestock and poultry products. Then this paper build a model to estimate the losses caused by the disease and culling of farmers.In the empirieal analysis, the writer use multivariable linear regression model and field research Ziyang City of Sichuan Province to explore the factors that affect farmers prevention and control behaviors. The results show that, gender, occupation, years of breeding, farming income satisfaction, sales, breeding loans, aquaculture insurance and local disease status are the main factors affecting farmers prevention and control intensity.Finally, this paper provids policy recommendation to improve our animal disease prevention and control system:establish and improve the animal disease prevention and control management system; redesign and improve the culling compensation policies; improve the prevention and control of farmers and promote the breeding insurance farmers to improve the ability to resist risks.
