Study On Evaluation Of Forest Ecological Ecosystem Services Of Daxing-anling And Xiaoxing-anling Based On Ecological Location Coefficient

The forest is closely related to human beings. The forest is one of the main-body of terrestrial ecosystems, which has great economic benefits, ecological benefits and social benefits, and so on. Along with the increasingly serious environmental problems, research scholars from various countries studied on the forest ecological system more and more deeply. In2009, the State Forestry Bureau and Finance Bureau had introduced a newer and more complete National Forest Area Designated Defined Methods, which makes the state to protect the forest resources to the new strategic height. Heilongjiang Province forest ecological function zones has dense forest and is rich in forest resources, and is an important gateway to the northeast frontier and northern ecological defense, and its strategic position cannot be ignored. In order to make forest area of Heilongjiang province forest ecological function zones to fully play its ecological benefits, economic benefits and social benefits, work of measurement and evaluation of forest of Heilongjiang province ecological function zones can be imperative. Although ecological assets assessment research work has been done for decades, various research methods emerge endlessly, and research perspectives diverse; leading to ecological assets assessment work has not a unified standard. In this paper, the author summarized three research perspectives of the current ecological assets valuation, and compared their advantages and disadvantages. At last, the author chose the perspective of ecological location to evaluate the forest ecological assets of Heilongjiang Province ecological function zones.Firstly, on the base of Ecological Function Regionalization Manualu about Heilongjiang Province, using the frequency analysis method, and theoretical analysis method, and expert consultation method, the author constructed the forest ecological location measurement index system of Heilongjiang Province ecological function areas. Secondly, basing on the forest ecological location measurement index system, the author integrated used the expert scoring method, the analytic hierarchy process method (AHP), the A.J. Klee method, to determine the relative weight of each factor of Heilongjiang Province ecological location measurement index system. Then, one the base of the modification of ecological location coefficient, the author calculates the value of forest ecological service of different. At the same time, in three different perspectives, the author respectively evaluated the forest ecological asset value of Heilongjiang Province ecological function areas, and made the corresponding comparison. At last, according to the results of forest ecological assets, the author put forward several ecological capital compensation ways, so as to achieve the ecological value embodied in different ecological location of forest, and realize of economic value in the foundation of no damage to the forest ecosystem, which makes the forest ecological system provide people with a variety of ecological services, and gradually realizes the sustainable development of forest.
