| Fully revealing the ecological service value of cultivated land resources is conducive to raising people’s understanding of the value of cultivated land ecological services,curbing the land occupied by construction land,and achieving better protection effect of cultivated land.Carrying out the quantification of cultivated land ecological compensation is conducive to a correct understanding of the environmental problems caused by the use of cultivated land and coordination of the economic and ecological sustainable development of all districts and counties.Based on the theoretical basis of ecological capital theory and ecological service system theory,this paper systematically studies the function and value of cultivated land ecological services,and from the principle of farmland ecological compensation,both sides of cultivated land ecological compensation,and the compensation method of cultivated land.In the five aspects of compensation value calculation and compensation countermeasures,the ecological compensation system of cultivated land was constructed,and the main body and acceptor of cultivated land ecological compensation,and the ecological compensation standard and compensation order of cultivated land were defined.The paper attempted to take Changsha City as an example,used the district and county level as the research unit,adopted the Swedish carbon tax method,the industrial oxygen cost method,and the alternative cost method to fully consider the benefit value of cultivated land resources and the cost of environmental pollution control,and establish Changsha.The city’s arable land ecological compensation system,combined with the ecological compensation priority to determine the order of arable land ecological compensation,finally got the following conclusions:(1)The total area of cultivated land in Changsha City decreased year by year from 2010 to 2016.The value of ecological services benefit of cultivated land increased from 10.796 billion yuan to 11.167 billion yuan,while the cost of environmental pollution control was reduced from 6.026 billion yuan to 5.881 billion yuan.The value of ecological services benefits of resources is far greater than the cost of environmental pollution control.(2)The average compensation value of cultivated land in Changsha City in 2014-2016 was 4.642 billion yuan.There is a large spatial difference in the ecological compensation amount of each district and county.The highest total amount of ecological compensation is Ningxiang City and followed by Liuyang City.The lowest total amount of cultivated land ecological compensation is Yuhua District and Furong District.The highest compensation for cultivated land per unit area is Yuelu District and Kaifu District,and there are also large differences in the methods of cultivated land use between districts and counties.(3)The order of ecological compensation in various jurisdictions of Changsha City is Liuyang City > Ningxiang City > Wangcheng District > Changsha County > Yuelu District > Kaifu District > Tianxin District > Furong District > Yuhua District,which should give priority to Liuyang City,Ningxiang City,Wangcheng District and other important cultivated land ecological benefit areas will implement ecological compensation for cultivated land,while Tianxin District,Furong District,Yuhua District and other areas with rapid economic development and less ecological benefits of cultivated land ecological services should give priority to paying farmland ecological compensation funds.To support the socio-economic development of cultivated land protection areas. |
