Soil erosion has been an impact on the environment in the world. China is also one of the most serious country under soil erosion. General evaluation of soil erosion is a professional-grade software such ArcGIS to solve practical problems. For professionals, these software have a handy operation, but for non-professional users, how to make them use these professional-grade software quickly and easily is to be resolved in the information age.Firstly, this paper discusses the current situation about soil erosion at home and abroad and the current application status of GIS technology in soil erosion, and also discusses the theoretical preparation and technical basis related with the establishment of soil erosion evaluation system in small watershed. Finally, starting with analysis of user requirement, analysis of function requirement, analysis of performance requirement we determine the structure and function of soil erosion evaluation in small watershed according to certain objectives and principles. This system on the basis of RUSLE model, using C# language, calling ArcGIS Engine components on the.Net platform, designs to separate the function calculation module for each factor, and you can make the calculation results present in front of the user in a visual way. It gives full play to the application of computer technology in the field of GIS, and it provides efficient support for updating and development of soil and water conservation plan in small watershed.Finally, this system also makes the based data as a research object in Beijing in 2012,and obtains the relationship of grading chart of soil erosion modulus in Beijing in 2012 and different land use types and intensity of soil erosion. So it verifies the feasibility of the system, summarizes the paper and puts forward a number of recommendations for future study.
