Soil is one of basic factors which life beings in the earth rely on. Soil erosion not only directly affects the development of the national economy, but also causes a serious threat to the survival of human and sustainable development. China is one of the most serious soil erosion countries in the world, so to study the situation and effectively monitor of soil erosion has become the focus of current work.This paper discussed the theory of soil erosion assessment and simulation. According to the process, it developed a soil erosion assessment and simulation system. The main jobs of the paper are as follows:(1) Data acquisition and processing. Firstly, the main job is to collect soil maps, land use maps, district maps, topographic maps and rainfall data of the study districts. Then according to the mathematical model, it calculates the R, K, L, S, C, P values and deals with the maps and values with ArcGIS software to complete the K distribution map, L distribution maps, S distribution maps, C and P distribution maps, and then overlay layers to generate a map of soil erosion. Finally, the job classifies the soil erosion map to be a map of hierarchical map according to standard of classification of soil erosion.(2) Establishment of the basic geographic information database. After data processing, according to soil erosion assessment and simulation work, it is necessary to design a database, which is added to the values of soil erosion factors, erosion classification and so on.(3) The study of the theory about soil erosion assessment and simulation. Determine the soil erosion model for Universal Soil Loss Equation (USLE), mathematical model of the soil erosion factors, the classification standards and the development tools.(4) Design and implement of the soil erosion assessment and simulation system .The development of system is in use of C #. Net, ArcGIS Engine and the Access database. The functional modules contain file, edit, view, select query, erosion assessment, erosion modeling, layer management, data output and so on. Erosion assessment module implements the functions as follows: overlaying analysis, rendering analysis, the area of soil erosion level , land use types and soil erosion level, soil types and soil erosion level, slope and soil erosion level, district and soil erosion level; Erosion simulation module implements the simulation of selected feature and factors.(5) The results of the assessment of soil erosion. The system main implements the functions as follows: The area statistical table of soil erosion level; The area statistical table of soil erosion level and land use types; The area statistical table of soil erosion level and soil types; The area statistical table of soil erosion level and slope; The area statistical table of soil erosion level and length; The area statistical table of soil erosion level and district regions.
