Xi ning in Qinghai Province is the transition zone between the loess plateau and Tibetan plateau, at the same time, it has characteristics of the natural conditions on the loess plateau and Tibetan plateau. The climate is cold and dry, topography is complicated, the ecological environment is fragile, economic development lags behind, The soil erosion is more serious, it s belongs to the loess plateau hilly-gully region in the fourth picture area. This article summarizes the participatory watershed management experience and lessons, offer reference for later participatory watershed management.This article through the investigation of peasant household and community participation in water and soil conservation project results and satisfaction, to compare two specific indicators, using the method of single factor analysis of variance, it is concluded that peasant household and community satisfaction of project implementation is relative taller, livelihood projects like satisfaction impact on overall satisfaction is higher. Participatory watershed management’s influence on the county-level administrative region is more obvious. Farmers’thirst on the livelihood projects is obvious in Hujigou and Bohanggou, they have some knowledge of soil and water conservation measures, but relatively weak, the overall economic level in Huoshaogou is higher, but the degree of satisfaction for the participatory watershed management measures is not high, also, to some extent that farmers put more attention to participatory watershed project.At the county level within the administrative region of participatory watershed management in the project as evaluation unit, selected 18 indicators to reflect three counties of social economy and the farmer’s wishes in the project, using principal component analysis. The process of comprehensive evaluation of governance after the benefit of the situation, we get the following conclusion:the residents’satisfaction evaluation of soil conservation measures to improve the overall benefits have very important role, residents’satisfaction of participatory watershed management also has great influence on overall efficiency. Governance evaluation before and after the overall ranking does not change, but the gap has been widening, with the specific management measures and the size of the scope of implementation, the implementation of strength and the relationship between strength is important.Through the evaluation of overall efficiency, combined with the indicators measure satisfaction, we draw the following conclusion:the participatory watershed management satisfaction of peasant household s have certain relations in economic benefit, participatory watershed management categories of measures is closely related to economic development. Participatory watershed management system remains to be perfect. We should equip more professional technology talents for the Planning group which is set up for the participatory watershed management; Supervisor departments concerned should communicate frequently, to ensure that each work smoothly and orderly; The government also should increase the publicity of participatory watershed, and Should be more investment in terms of governance measures; Project funds management should be more perfect; Farmers should be gave with some agricultural training, or knowledge and skills training, let the farmers improve the ability of making money, rather than just rely on subsidies provided by the government; The government should also continue to the introduction of more thoughtful, and responsibility, skilled talents, help to poor areas to get rich; The government also need to take from the initial investigation, planning, to the management and acceptance management, eventually form system.
