Theory research i~ the basis of Geographic Information System (GIS) and application research is the core of GIS, so application research of GIS correlated to realistic problem is a rather active fields at present. The aim of the paper is to discuss application of GIS in soil and water conservationIn first part, background of the theoretical and practical research of information system for soil and water conservation is introduced. Firstly, the author think that research of information system for soil and water conservation is necessary from point of the wes~vard exploitation of China and the sustainable development of regional society and economy, and feasible from point of the technical developing actuality of GIS. Then the author considers that research of information system for soil and water conservation is urgent by recommending factual status of the researching region. Finally, researching actuality of information system and benefit evaluation for soil and water conservation are reviewed simply~In second part, theoretical problem of information system for soil and water conservation in small watershed is discussed mostly. It is illuminated that the comprehensive controlling and developing of the small watershed can be considered as system engineering from point of view system engineering theory. Then, on the idealistic guidance that the information system of soil and water conservation in small watershed serves for information management, computer aided decision making, planning and design of soil and water conservation and prediction service of soil and water losing and on the base of the essential theory of GIS and Soil and water conservation Subject, the aim and mission, the compose and structure, the function of the information system of soil and water conservation in small watershed are established by using the principal and methods of system engineering , meanwhile, characteristics and conception of the information system of soil and ~vater conservation have been obtained.In third part, taking benefit evaluation subsystem for example, the author discusses the realizing approach of the information system and its subsystems of soil and water conservation. Results of discussing show that the pivotal technic of putting benefit evaluation subsystem of soil and water conservation in practice is to establish the scientific and reasonable evaluated method, technical flowchart, index system and the feasible benefit evaluation model. Indeed, different research purposes have different benefit evaluation index system and model. Based on the brief introduce of the former抯11achievements on benefit evaluation index system and model, the author brings forward the paper抯 index system and model for benefit evaluation subsystem, and sums up the research method and technical flowchart of the benefit evaluation subsystem of soil and water conservation information system.In fourth part, supported by the benefit evaluation index system and the fuzzy synthetical judgement on the basis of information entropy model, the practical validation of the benefit evaluation subsystem for soil and water conservation has been studied by taking Laohugou watershed as example. At the same time five periods?comprehensive benefit value and all kinds of categories benefit value of soil and water conservation comprehensive controlling in Laohugou watershed, Ning County, Gansu Province have been carried out. It shows that benefit of soil and water conservation synthetical controlling of research region is rising year after year, and the general benefit of soil and water conservation comprehensive controlling of the region already reaches high-level and the system has come into high-level benign circle.In the end, characteristics of the information system of soil and water are summarized, that is, combining of qualitative and quantitative and positioning analysis, high efficient and high precise, manipulative and dynamic, visual and modeling, expansibility and transplanting.
