Recently, animal health safety becomes a common concerned of the whole society. The biggest problems are the careless abandon of dead livestock during breeding cycle and some illegal retail in market. Pudong animal health regulator wants to develop a Harmless Treatment and Supervision System to supervise the whole process of dead livestock. With the automatic collection of data, we could reduce the workload. In that case, the supervision of dead livestock treatment could be made clearly and efficiently.This paper focuses on the harmless treatment model of dead livestock, and analyses the demand on market. With the advanced concept of animal health supervision, this paper designs a Supervision System on the treatment of dead livestock for Pudong New District. Based on the software engineering methods, this paper analyses the feasibility of this system, and focus on the demand on the performance and function, then begin to design and complete a model.The system is based on C/S+B/S design. Mobile APP developed on Android version 3.1 or above. The database is a lightweight built-in SQLite for Android. The server side is developed by ASP.NET, and the database is SQL SRVER.The System uses three tier architecture, presentation layer, business logic layer and data layer. Paper makes a detail analysis of the requirement, creating model by UML.This system is operating by Pudong Animal Health Unit right now. The unit can monitor and analysis of the whole process of fatality livestock and poultry harmless treatment in Pudong. Those really improve the work efficiency of the unit. According to the system working status, the design, ideas and implementation of the proposed is really feasible.
