Investigation And Countermeasure Research On Harmless Treatment Of Dead Livestock And Poultry In Changde

Changde is a traditional breeding city dominated by live pigs and poultry farming.The main method to deal with dead livestock and poultry include burying,biogas digesters,septic tanks and so on,which pollute groundwater and air,easily lead to public health and safety issues.The purpose and significance of this study is to investigate the status and existing problems of harmless treatment of dead livestock and poultry in Changde,and to find a way to effectively solve harmless treatment of dead livestock and poultry in Changde and to realize resource utilization.The research methods are literature analysis,statistical survey,analysis of comparative law,animal disease prevention system in Changde and harmless treatment of dead livestock and poultry were investigated.The results of research are as follows:1.Changde's animal epidemic prevention system is sound.Changde and it's 9 districts and counties are equipped with animal health authority,animal disease prevention and control center and veterinary laboratory.There are 215 township animal epidemic prevention station,664 full-time animal epidemic prevention staff,employing a total of 3881 village-level epidemic prevention staff,financial subsidies per capita 2000-3500 yuan.2.There are a large number of dead animals and poultry each year in Changde.Through the survey on dead pigs of slaughter more than 50 pig size field from 2013 to 2015,the results show that the annual death of pigs was 7 to 13 million.Other free-range farmers estimated annual death of 100,000,the dead pigs of the whole city is more than 200,000.And there are dead poultry,cattle,sheep and other animals.3.The main method of harmless treatment of dead livestock and poultry in Changde are burying,biogas digesters and septic tanks.According to the survey statistics,in 2013,the total farms(households)are 15380 including there are livestock more than 50,poultry more than 1,000 and other animals more than 100(feather),and there are 4060 dead livestock and poultry's harmless treatment facilities,accounting for 26.4% of the total number of farms(households).Among them,there are 1518 corpse pools,30 incinerators and 2515 buried wells,accounting for 37.4%,0.7% and 61.9% of the total number of equipment for harmless treatment facilities respectively.The city does not have a specialized harmless treatment enterprise.Conclusion: The harmless treatment of dead livestock and poultry in Changde is mainly dominated by the buried landfill,biogas digester and septic tank with the shortages of incomplete disposal,unsafe treatment and secondary pollution.Only when the harmless treatment system and long-term operation mechanism of dead livestock and poultry in Changde is constructed,the disposal of sick animals and poultry can be regulated.In view of the above situation,the paper puts forward the countermeasure of harmless treatment and resource utilization of dead livestock and poultry in Changde:1.Innovating the mode of treatment and operation.In accordance with the principle of "government-led,business operations,centralized collection,unified disposal",adopting the marketized operational mode of corporate investment,self-management,self-financing,through investment,the enterprises invest in constructing harmless treatment stations of dead livestock and poultry,county-level collection centers and fixed collection sites of livestock and poultry's harmless treatment,and are in charge of the whole city's collection and harmless of dead livestock and poultry.2.Concentrating on system construction.Constructing2 harmless treatment stations of dead livestock and poultry,10 harmless treatment collection centers of dead animals and poultry,300 fixed collection sites of dead livestock and poultry,establishing dead livestock and poultry's harmless treatment supervision system covering the whole city.3.Optimizing the production process.Dead livestock and poultry's harmless treatment field,collection center,fixed collection site location and internal layout should be consistent with animal epidemic prevention requirements,and treatment process should take inedible disposal,burning and other methods.4.Implementing the safeguards.Government at all level should carefully organize,widely publicize,strict supervise,be in line with insurance,standardize the disposal and policy support.This paper focuses on investigating the quantity,pattern,practice and the existing problems of the livestock and poultry's harmless treatment in Changde,and puts forward a set of countermeasures for the construction of the livestock and poultry's harmless treatment system which is keeping with the reality in Changde and provide reference for the work of dead livestock and poultry's harmless treatment in Changde.
