Study On The Protection Of Grassland Areas Ecological Environment On The Basis Of The Coal Resource Development In West Ujimqin County

Grassland regions are places where ecological environment is fragile,and also rich in mineral resources. Since the 21 st century, along with the vigorous development of mine resources, the issues of ecological environment protection have become increasingly prominent. How to protect the ecological environment in the process of developing mineral resources, and how to further strengthen environmental protection through the economic growth which bring by the development of mineral resources, are the issues that needed to be solved before us.Inner Mongolia grassland region is rich in mineral resources, especially the most abundant in coal resources. In East Inner Mongolia(Hailar Basin, Erlian Basin) and West Inner Mongolia(Ordos Basin), most rich reserves of coal resources are in the prairie region. From the view of coal reserves, coal resources in Inner Mongolia reserves for 373.08 billion tons, and in 2009 Inner Mongolia’s coal production, more than Shanxi province, became the first in national coal production. Even the coal prices declined in 2013, Inner Mongolia’s coal production is still up to 1.03 billion tons, accounting for 27.84 percent of China’s coal production. The large-scale development of coal resources in the vast grasslands regions of Inner Mongolia, threatened the grassland ecosystem extremely, such as water damage, water pollution, dust pollution, degradation and desertification of grassland, which posed a certain threat to the production and living of farmers and herdsmen from the Mongolian and other ethnic groups,and also were unfavorable to the grassland region’s coordinated and sustainable development in economy, society, resources and environment. West Ujimqin as main grassland region and a major area of coal resource development in recent years,,where the ecological environment has suffered a serious damage because of a great deal of exploitation of coal resources. So how to protect and improve the ecological environment in the process of developing mineral resources has become an urgent problem. And since coal mining in West Ujimqin is mostly in the form of opencast mines, ecological and environmental damages caused by it is different from underground mines, and domestic research stressing opencast mines is relatively small. Therefore, it is necessary to supplement the lack of research in the development of coal resources in grassland areas and the protection of ecological environmental. Research on this issue has not only theoretical value for the use and development of external theory and the sustainable development theory, but has a strong practical significance and application value for solving the ecological environment protection problem in developing coal resource of grassland area.This paper, based on systematically combing the research results of domestic and foreign about coal resource development and environment protection and so on, analyses the motivation of coal resource development and environment protection in grassland areas. Conducting a field survey in West Ujimqin Baiyinhua coal through interviews, and combing with the literature analysis method, paper analyses in-depth on the West Ujimqin’s coal resource development, economic growth, environmental damage and the difficulties of ecological environment protection, then put forward the countermeasures of ecological environment protection on the basis of coal resource development: with the guidance of the scientific development concept and important spirit of Xi Jinping’s series of speech, strengthening grassland ecological protection; improving the legislation of grassland ecological environment protection; constructing and improving the policy system of grassland ecological protection; constructing and improving the relevant corporate accountability mechanism of grassland ecological protection; constructing and improving the residents and medium supervisory mechanism of grassland ecological protection; setting the grasslandecological red line;achieving cleaner production and recycling economy to reshape beautiful grassland.�'...
