However, agricultural film residual hazards can’t beignored. Because of the extremely difficult degradation under natural conditions, in the soil can existent200to400years, the retained agricultural film destruct the physical and chemical structure of the soil,inhibit microbial growth, resulting in difficult to germinate the crop emergence, crop production, theimpact of agricultural the yield and quality of farmers’ income is greatly affected.This thesis use literature method, system analysis, comparative studies and qualitative andquantitative methods, through agricultural mulch and recycle the status quo in Gansu, Ningxia,Xinjiang, and related financial support policies with analysis, system combing focus on the direction offiscal policy support and the main content of study proposed the establishment of financial support forpolicy recommendations.According the study, this Papers give us the following conclusions and recommendations： First, theuse of agricultural mulch is very large, mulch residual pollution prevention should be given attention;Second is the need to further strengthen fiscal policy at all levels of support; third is related to the needto strengthen scientific and technological research. On this basis, there are three aspects proposedrecommendations： First, strengthen publicity and guidance. Making the masses, especially thepeasants (agricultural cooperatives, enterprises engaged in agricultural production, hereinafter referredto as farmers) and recycling companies to fully understand the hazards and the presence of residualprofits mulch; second is to strengthen agricultural mulch residual contamination monitoring and control,find out the base, make plans, grading prevention; third is to strengthen scientific and technologicalsupport, focus on results applications. For use, recycling, reuse and otheraspects of the main farmers, businesses, etc.to give subsidies and support to guide its sustainabledevelopment.
