Study On The Information Service System For The Check And Evaluation Of Forest Tending

Forest tending is one of the most important parts of forest administration and forest production. Also, it is one of the significant measures to increase the growth and promote the quality of forest. Now, unmature forest contributes the main part of our forest resources. So, the structure is too single. Besides, the long term lag in forest tending leads to the waste of forest resources and the low effect of nowadays forest tending. Apparently, the enhancing of the work of the checking and accepting of forest tending means a lot. Forestry informationization is an utmost part of modern forest construction. The establishment of the management service system of forest tending checking and accepting by applying the theory and technology of forestry informationization is of great importance to the work of forest tending, the improvement of the quality and the increase of its profits.The topic of this dissertation develops from the forest tending informationization task which is a part of "the project of forest-tending subsidy checks of central government budget" hold by The National Academy of Forest Inventory and Planning and the Ministry of Finance. This paper discusses synthetically forest tending and its checking and accepting, and the research situation and development tendency of digital forestry and forestry information service system based on the theory of forestry, management science, information science, system science and software engineering. The author also referred to a number of documentations and made field study of the current situation of the forest tending and inspection work of our country. This dissertation makes research as follows by applying technique of 3S, technology of mobile spatial location, data mining technology, database technology, Microsoft.NET Technology, encryption and security technology and combined with systematic engineering method.(1) Confirming of this system could set to be the management service platform of the checking and accepting of forest tending based on a computer termination and data acquisition system for the checking and accepting of forest tending based on an iPad by looking into documentations and making field research, determination the databases and data table by integration different types of data.(2) Author decides to adopt C/S with reference to the features of the checking and evaluation of forest tending and the combination of the theory and technology of establishment of forestry informationization. On the other hand, the author build the system structure of the information service system for the checking and evaluation of forest tending combined with the technology of the further development of ArcEngine and the component-based development technology.(3) This paper formulates the design principles, functional needs and the overall structure with making systematical analyses of the information service system for the checking and evaluation of forest tending, applying software engineering theory and the methods of our country’s checking and accepting of forest tending and the achievement of field study.(4) Author detailed designs the information service system for the checking and evaluation of forest tending with the realization of the functional module of each part, including geographic information system, digital management, management of the checking and accepting of forest tending, statistical report management and system management by applying Microsoft.NET Technology, component technology and so on. Realization the functions of the map exhibition of the situation of the forest tending, data’s storage, query and modification, monitoring the progress of the checking and accepting of forest tending, data deep mining and thematic mapping, also the access control of the forestry departments at all levels.(5) The establishment of this data acquisition system for the checking and accepting of forest tending based on mobile termination according to the need of outside data collecting of forest tending, the theories and technologies of sample plots collection, the methods of our country’s checking and accepting of forest tending is made on the basis of mobile operation system platform of Apple INC. and also with the technology of the secondary development of ArcGIS for iOS of ESRI and Objective-C programming language. It realizes the functions of spatial location technology, land navigation, data acquisition of the sample plots and the quality evaluation of forest tending, working together with the management service platform of the checking and accepting of forest tending based on a computer termination to complete all the workflows, realizing the data exchanging and forming the complete working mechanism.This information service system for the checking and evaluation of forest tending is realized by adopting information technology and network technology. It develops rules for our country’s checking and evaluation of forest tending work by adopting modern scientific methods and accelerates the development of the informationization process and the management standard of it. All these are of far-reaching significance to the improvement of the quality of forest tending and the promotion of the effects. The operation of this system and the test result shows that the information service system for the checking and evaluation of forest tending runs stably and has realized its function favorably.
