The management of forest resources is an important condition for the forestry development, and rational management is an significant measure to improve the quality and the amount of forest resource to meet the state and people’s needs to forestry diversification. Tree growth is a long process, so forestry operators should not only clear current forest growth, but also estimate the future. Through it, there would get a higher economic and ecological benefit. Traditional forest management model almost is single product, and takes little use of forest resources to get the maximum economic benefit. For example, Changbai larch plantation could bring water conservation, biodiversity, ecological balance and considerable economic benefits. Therefore, in order to realize multi-objective sustainable management, forestry operators will need to change the old business model to adopt innovative business model management.Taking the management of Mengjiagang Forest in Jiamusi into consideration and doing research on multi-objective decision theory and forest management theory, there put forward the idea that using multi-objective management to manage larch plantations would gradually adjust the resources structure of Mengjiagang Forest and play the ecological benefit. The purpose of this concept is with the overall goal of forest sustainable development to coordinate development of economic and ecological benefit. Based on some factors, such as timber volume, water conservation and biodiversity, to comprehensively analysis and evaluate the management plan, there would be an guidance for multi-objective forest management.The stand growth model has a critical role in forest multi-objective management decision and there is not an model for Mengjiagang Forest. with the measures to implement in the stand growth process, such as thinning, fertilization and etc, and diseases to occur, it would has an impact on stand growth. In order to solve this problem, we re-derived parameters based on local stand historical data and Richards growth equation in the form of regional model remaining unchanged to make the stand model consistent with the situation of actual growth harvest in Mengjiagang Forest. The model derivation divides into three steps, solving, testing, correcting deeply. If the error is less than the threshold value of experience and outliers is no more than half of the actual data, we stop correcting and the obtained value at this time is the parameter value after the model derivation.This study takes the larch plantations in Mengjiagang Forest as experimental subject, and collects 73 standard ground under no obvious damage to the various site condition, whose canopy density is more than 0.5, to do comparatively experiment. Using Matlab software to fit the stand model tests and verifies the feasibility and validity of the model. The result shows that Richards growth model is in line with the growth of larch plantations, and there is some biological significance of the parameters in Richards growth model. Based on the stand growth model, we use java language, SSH framework technology and JSP technology to develop decision support system and realize two functions, one is the estimation decision-making function of the stand growth and harvest, the another is decision support functions for the original stand kind and nurturing process. Entering data into the database and applying to the Web platform, would play a great role in promoting stand growth and harvest.
