Henan province is an important grain production core region of China, guarantee the national grain security strategy, and also lack of water resources seriously. The shortage of water resources and inefficient use limit the sustained and stable yield of grain production in Henan province. The low efficiency of agricultural water and the acceleration of urbanization process has reduced the amount of water used for agriculture. Water resource utility reflects the social benefits,ecological benefits and economic benefit comprehensively. The correct evaluation of utility utilization of agricultural water resources in Henan Province, master degree of utilization of agricultural water resources, use technology and management means, improve the utility of using agricultural water resources, and guide the development of agricultural water resources, has the important theory significance and the application value for the development of water-saving agriculture, improving grain stable yield ability and food security strategy implementing smoothly in the central area of China.Use the production allocation of agricultural water resources in Henan province as the research object, sustainable development, optimize the allocation of water resources and water resources value theory as the foundation, include economic, social, and ecological benefit in the process of agricultural water resources utility, through data envelopment analysis(DEA) method which based on production frontier theory, set up evaluation indexes of regional agricultural water use utility, try to have a correct understanding of Henan agricultural water use utility, master degree of agricultural water use, improve agricultural water saving potential, provide supporting for improving the efficiency of agricultural water resources utilization and efficiency. The main content is as follows:Research on evaluation index system of regional agricultural water utility, including four input indexes which are the amount of agricultural water, effective irrigation area, labor and agricultural machinery total power and three output indicators which are agricultural output value, per capita income of farmers and farmland ecosystem services value. Utility evaluation methods and evaluation contents are given, which use CCR, BCC, FG, ST and WY model of DEA estimating agricultural water resources comprehensive efficiency, technical efficiency, scale efficiency and crowded state. Use projection method to improve the evaluation results.Use DEA method evaluating the utilization of agricultural water resources in Henan province from 1998 to 2013. Analyze the reasons for inefficient utility and alterative conditions, and make the improving target of the invalid input indexes. Evaluation results show that the developing trend, agricultural production conditions of Henan province is not optimistic, the amount of agricultural water is declining, a rapid decline in agricultural labor force, the available land area of growth is low, agricultural water conservancy infrastructure investment is few and agricultural water utility has huge potential. Since 1998, the agricultural water resources utility in Henan province is high overall. As a turning point in 2008, presents upward trend after fall. Inefficient main factors lie in the low output of labor, low output of agricultural mechanical power and low efficiency of irrigation water.Use the regression analysis to forecast the input and output indexes of effectiveness assessment agricultural water resources in Henan province from 2014 to 2020. Results show that the effective water declines steadily, effective irrigation area rises steadily on the whole, the rural labor force is on the decline, the total power of agricultural machinery, agricultural industrial added value and per capita agricultural added value accelerates upward, the per capita farmland ecological service value shows a trend of steady rise overall. Use DEA projection to improve the forecast input index from 2014 to 2020, the results show that agricultural efficient water use has water-saving potential from 2014 to 2016, effective irrigation area has the potential to improve from 2014 to 2017, agricultural labor force has great potential from 2014 to 2017 and the total power of agricultural machinery has saving potential from 2014 to 2016.
