Jiangsu Province is in the north-south climatic transition zone, uneven distribution of rainfall. Special geographical and climatic conditions determine the water resource in Jiangsu has its distinctive feature. The average annual rainfall is 1018.4 mm in Jiangsu, the entry water is up to 1.0254 trillion cubic meters, the water resource is rich. But the transit water is more, by the project and funding restricted, people can use less, per capita water resource was less than 500 cubic meters which was a quarter of the national average. There are some differences on the level of economic development throughout Jiangsu Province, the water structure is significantly different. Agriculture is the biggest water user in Jiangsu province which is about 50% of total water consumption. It is estimated that the value of agricultural water unilaterally is only 1% to 2% of industrial and urban, in the competition of agriculture, industrial and urban water, agricultural water use is clearly at a disadvantage, agricultural water was diverted inevitably. Irrigation water will be further reduced, so that the situation of the agricultural water use becomes more serious. So how to solve the problem of agricultural irrigation water has become an urgent task now.This paper evaluated the utilization efficiency of agricultural water resource by DEA method from 2002 to 2011 in Jiangsu Province. DEA method was applicable to the validity comprehensive evaluation of multi-input and multi-output which had a absolute advantage. It identified efficient and invalid years relatively by DEA which was a measure of the seriousness of invalid and found ways to reduce invalid. Entropy method evaluated the validity of water use in agriculture, it could avoid the influence of subjective factors in the analysis. The main results are as follows:(1) Rainfall had significant negative correlation extremely on farmland irrigation volume(r=-0.778**), Rainfall had significant negative correlation on water consumption of farmland irrigation(r=-0.723*).(2) Factors of agricultural water use efficiency had technical factors and the scale factor in Jiangsu Province, crop planting area, farmland irrigation volume, water consumption of farmland irrigation and the numbers of employed staff engaging in agriculture existed redundancy phenomenon; effective irrigation area, agricultural per capita income of rural resident, gross agricultural production and crop yield existed the phenomenon of insufficient output. It need to further adjust the mix between the resources to achieve the best outcomes.(3) Agricultural water resource in Jiangsu Province showed a decreasing trend on input redundancy and lack of output as a whole. It obtained by entropy analysis:the efficiency of agricultural water use has increased annually, it consolidated that agricultural water use situation has been gradually improved in Jiangsu Province.
