Abundant in water resource,China has such an enormous population that its per capita water resource is much less than global average level.With the development of economy and the upgrading of the level of the industrialization, problems like water shortage due to volume of resources and water scarcity due to water pollution will further intensify the scarcity of water resources. Water is essential to agriculture, at the same time agriculture is an important basic industry, which take the first place in water consumption. However, the proportion of agricultural water resources gradually diminishes as our country step up the efforts to develop industry, which increase the contradictions between supply and demand. The scarcity of water resources will result in no irrigation of large area, which will lead to lower quality and yield of crop thus the peasants’ earning decrease. Water-saving technology can not only enhance the efficiency of water use but also save labor guarantee more land irrigated,enhance the quality and yield of crop and raising the peasants’income. Therefore, popularizing water-saving technology is inexorable trend in China. In preliminary development stage of water-saving irrigation technology, investment mainly came from the governments. Based on it, totally government-oriented investment mode will beyond the financial capacity of the government and result in inefficiency in order to popularize this technology, while the peasant is direct beneficiary. In consideration of foreign popularization mode, government bearing the cost of principal part of irrigation project and peasants properly undertaking proportion of all the costs will be an effective way to relieve financial burden and accelerate the promotion. In recent years, domestic scholars put much attention to the adoption of water-saving technology. Most of scholars,who do research in investment mode of water-saving irrigation system, try to use normative analysis.There are few scholar focusing on investment mode based on the perspective of farmers,which ignore the possibility of probing into investment style in consideration of farmers’cost tolerance.This paper used a combined theoretical analysis and empirical analysis to study Chinese farmers’ willingness to pay of water-saving irrigation system. In the first section, this paper uses literature summarization to study latest research trend of water-saving irrigation and investment institutes at home and abroad. In the second part, after introducing domestic trend of agricultural irrigation and necessity of adopting water-saving irrigation technology in Mengyin County, this paper analyze the plight of popularizing water-saving irrigation technology. Then,the third part discuss the state quo and plan of investigation and further make statistical analysis of investigation data. In the empirical section, binary Logistic model would be performed to analyze influential factors of farmers’ willingness to pay and interval censored model would be used to deeply analyze influential factors of payment level. This paper conclude that advanced experience from foreign country render theory evidence. However, China need to adjust measures to different country conditions while applying advanced experience. Results show that age, income, agricultural acreage, peasants’ expected effects water-saving irrigation technology, degree of satisfaction for relative policy, cognition of investment subject obviously influence peasants’ willingness to pay. Besides, factors influencing the willingness to pay are different from that of payment level. Thus, Estimation results of interval censored model show that education, income, scarcity degree of water resources, the extent of understanding about relative policy and degree of satisfaction for relative policy, cognition of investment subject remarkably influence payment level. At last,this paper render several advice according to these conclusions.
