Study On Performance Evaluation Of Land Reclamation Project In Oil & Gas Pipeline Project

Xinjiang due to its vast territory and land reclamation project types, its characteristic is the production of construction project damaged complex, damaged area is larger, involves several counties and cities. The project site and line selection is inevitable in the fragile ecological environment area. The performance evaluation of land reclamation project is particularly important in the face of huge reclamation fund every year. However, the land reclamation work and theoretical research lags behind the practice, has not formed the standardized system of theoretical research in Xinjiang. At this case, it has the practical significance to accelerate the development of the theory of land reclamation project in Xinjiang, to supervise the project regional ecosystem restoration, construction of land resources ecological security system, maintain social stability, promote ecological civilization construction.Based on the mature land management performance evaluation system, create the theory of performance evaluation of land reclamation projects, effective mode of land reclamation project. The paper uses AHP analysis from the five aspects of management performance, project performance, economic performance, social performance, ecosystem performance to show that the weight coefficient of each factor. Select a case of the land reclamation project of the 2rd west-east natural gas pipeline project (Xinjiang paragraph) to study, based on the theory of fuzzy mathematics and fuzzy matter element analysis evaluation model and evaluation model of matter-element theory to establish land reclamation performance evaluation of oil & gas pipeline project, and on the two evaluation results were compared and analyzed, all belong to the "good" rating in this case, that the land reclamation work has achieved good results, land reclamation and the implementation of the results obviously. The results show that, the evaluation index system and evaluation model is scientific and reasonable, it has a results imilar to comprehensive evaluation and accords to the conditions of project area. This study tries to use the theory of matter element analysis to establish the matter element judge model for comprehensive land reclamation performance. The empirical results are similar with fuzzy comprehensive evaluation the results, which provides a new idea for quantitative evaluation of land reclamation performance.
