Our country is agricultural country,agricultural water consumption of about 400 billion m3,71% of total water including about 360 billion-380 billion m3,irrigation water use is 90%-95% of the total water consumption of agriculture.Water resources in China accounts for only 6% of the world total,serious lack of water resources,has become the bottleneck of seriously restricting the sustainable development of national economy of our country.Low utilization of farmland irrigation water is the main reason.In 2011 countries the most strict water resources management system,clearly put forward "three line" of water management.Efficiency of water use for the realization of the control,the country launched a new round of irrigation water use efficiency of the status quo investigation and calculation analysis,which will provide a scientific basis for accurate evaluation of irrigation water use efficiency.Based on Songshan District of chifeng Inner Mongolia every point in the irrigation area as the research object, in view of the canal irrigation, well irrigation, drip irrigation and other membrane under different irrigation methods two years of irrigation water use efficiency of the actual test, it is concluded that the different irrigation modes of irrigation water use coefficient, and analyzed the result of the test. By different people, water conservancy workers and farmers (experts) understanding of irrigation water use efficiency of questionnaire survey, using the analytic hierarchy process (ahp), determine the various people subjective cognition degree affecting factors of irrigation water use efficiency of weight value, analyzes the influence factors of irrigation water use efficiency, can provide the basis for water saving potential analysis, irrigation management. This paper come to a conclusion as follows:1. Two calculation methods (fore and aft calculates and canal section of the test method) measure analysis of chifeng city songshan canal irrigation district irrigation water use coefficient of 0.394 and 0.383; The two calculation methods (the field measurement method and water balance method) analysis of the measuring, chifeng city songshan area, drip irrigation area of the irrigation water use coefficient were 0.789 and 0.769,0.789 and 0.769 respectively.2.Different people affecting irrigation water use efficiency understanding of a significant difference. Experts, water conservancy workers think importance in turn is irrigation water saving technology, irrigation management style, farmers situation, natural conditions; Farmers think importance in turn is natural conditions, farmers situation, irrigation water saving technology, irrigation management style.3. Experts for community type agricultural water saving technology, irrigation water prices, water management system more value; Water conservancy workers for community type agricultural water saving technology, water management system, irrigation water prices more approval; Farmers more people think that farmers income, community type agricultural water saving technology, water management system is important.
