The Prevention Behavior Of Farmers Under The Major Animal Epidemic Public Crisis

From the outbreak of SARS in 2002 to H7N9 in 2013, domestic gradually raised the attention of major animal epidemic situation of public crisis, and zoonoses, as the main characteristics of the major animal epidemics, shows a tendency of growing. At home, scattered of livestock and poultry breeding mode, livestock and poultry farmers weak consciousness of prevention and control, low ability of prevention and control,inadequate of incentive policies, and the public and unhealthy eating habits, livestock and poultry.Those facts,in a large extent, increase the difficulty of prevention and control to the outbreak of the crisis. International showed a trend of the spread of the the avian influenza outbreak, neighboring countries and regions around China carry a serious threat to our country, which faced with the epidemic of foot and mouth disease and bird flu, With the epidemic crisis,the harm is bigger,which could spread rapidly in a short time, and the way of damaging is diversiform.In all,this crisis can cause the great economic losses of farmers, carries the big threaten to the general public health, and a decrease of government credibility.Based on behavior decision,external theory and other basic theory, major animal epidemic regulations and standards, this study carries out the quantitative cost-benefit analysis,which pushes farmers to take disease prevention and control of;Using factor and multiple regression analysis,this paper try to find influence factors of adoption disease prevention and control for farmers;Using the dynamic game method, under major animal epidemic situation of public crisis, analysis the relationship between farmers and government regulation, social public the principal-agent, understand the three main body status in crisis system, the influence of the interaction mechanism, put forward both disease prevention and control strategy of optimization method.The results show that the outbreak by strengthening breeding link management information public, encourage the establishment of the livestock and poultry products brand, provide farmers with effective prevention and control technology, increase subsidies for disease prevention and control equipment, will be conducive to the farmers to carry out the disease prevention and control activities.
