Sanjiang Plain is an important commodity grain base in Heilongjiang Province, which produces a large amount of food crops for China every year. With the State Council issued the National Plan of Produced More 500 Billion Kilograms Grain, responded the Heilongjiang Province Food Production Capacity Construction Plan, in Sanjiang Plain grain capacity put forward new requirements. In recent years, the problems of population growth, water shortage, groundwater overdraft and other problems have become more and more serious, which have caused the contradiction between supply and demand of water resources, and even affect the long-term development of agriculture in Heilongjiang Province, and restrict economic growth. Therefore, based on the expenditure of water resources and improve the utilization efficiency of water resources, clear the human activities on groundwater influence, optimizing the allocation of water resources is very necessary. It can provide scientific basis for the sustainable development of social economy, the efficient utilization of underground water resources, and the stability of the groundwater level. At the same time, this research also has the important meaning to guarantee the food security of our country.In this paper, aiming at the problems encountered in the development of groundwater resources in Sanjiang plain, take Jiansanjiang Administration as an example research, and make the scientific evaluation of the impact by human activities on groundwater level in 2011. On this basis, the water resources optimal allocation of Jiansanjiang Administration is established in 2015, 2020 and 2025. The main contents are as follows:(1) Using Gray correlation analysis and Pearson correlation analysis to screen the evaluation indicators of the impact of human activities on the groundwater level. Eight indexes are selected : the grain yield, agricultural underground water, industrial use of underground water, paddy field area, the first industrial output, the second industry output, the tertiary industry output, the population.(2) Using the projection pursuit evaluation model to evaluate the Jiangsanjiang Administration evaluation level of human activities on groundwater. The results showed that the influence of human activities on groundwater was relatively small in Farm Yalvhe, Farm Nongjiang, Farm Honghe, Farm Qianshao, Farm Erdaohe. The impact of Farm Qinglongshan, Farm Chuangye, Farm Hongwei, Farm Shengli is little worse. The impact of Farm Qindeli, Farm Qianjin, Farm Qianfeng and Farm Daxing is particularly evident. The most serious area of human activities on groundwater is Farm Qixing and Farm Bawujiu.(3) Selected 2015, 2020 and 2025 as level years, and forecast the water demand of the city & farm life, the first industry, the second industry and the third industry. The results show that, in addition to the first industry, the water consumption of the other three sectors showed an upward trend. The reason is that in the coming years agriculture in the first industry to take the water-saving irrigation measures to improve the water resources utilization efficiency, the improvement of living standard in the region planning at the same time, the rapid development of the second and third industry also makes the department of water.(4) Make water resources optimization allocation of Jiansanjiang Administration, using cat group algorithm to calculate, obtains the optimal water allocation for each level year.(5) Construction of the Jiansanjiang Administration authority in the future level of water resources in the overall control, the first industry to reduce water consumption, water consumption, the second industry and the third industrial water consumption increased. Although the overall situation is good, but the water supply of the first industry still can not be met. Through the rational allocation of water resources, groundwater resources have been protected, surface water resources have been fully utilized, human activities on the impact of water resources have been controlled.
