Water resources is one of the most important natural resources for the developing of human society,in recent years,with the high-speed development of economy,society and the continue increase of population,the impact of human activities on water level became more and more serious,which led to the shortage of water resources,water resources carrying capacity decline,groundwater over using,and many other serious problems.How to scientific,reasonable and sustainable develop and utilize the water resources which become an urgent task.Administration of Mudanjiang is one of the main part of major grain producing areas in Sanjiang plain,he can provides a large number of food crops to warehouse "Beidacang" every year,as the administration's agriculture water consumption increased in recent years,found out the impact of agriculture water consumption on local water resources was every necessary,and the rational allocation of water resources has a great significance on the local economic development and ensuring local food security.In this paper,setting Mudanjiang Administration of Heilongjiang Agricultural Reclamation as the study area,forecast the groundwater level of Mudanjiang Administration;Quantitative the influence of human activities on the groundwater table;Then optimized allocation of water resources of administration.The main contents and conclusions are as follows:(1)Research on how to reasonably select suitable network model for the forecasting of regional groundwater level in Mudanjiang administration.Chose the representative method of the BP neural network,RBF neural network and Elman neural network as an example,in turn,introduced three kinds of neural network structure model,basic principle,learning steps,etc,and applied to the prediction of the groundwater table of test area.Results showed that the BP network learning and convergence speed is relatively fast,fair fitting effect,but the prediction accuracy is not that high;RBF neural network convergence speed,less operation steps and the fitting effect is good,and provide highest prediction accuracy;Elman neural network its budget is relatively slow,but its fitting and forecasting effect is better than the BP network and inferior to the RBF network.Finally,it is concluded that RBF neural network is the most suitable method for the prediction of the groundwater table in Mudanjiang administration area.(2)Assessment of the impact of human activities on groundwater level.Chose the number of wells,the crops area,used the groundwater irrigation area et al and other nine factors,as the evaluation indicators of the effect of human activities on underground water level,used TOPSIS method to establish the effect degree evaluation model to quantitative analysis the influence of human activities to the groundwater level of each farm,which belongs to Mudanjiang Administration,from year 2000 to year 2013.The results show that farm 855,8510,8511,Xingkai Lake,Hailin and Ningan the degree of human activities impact on the groundwater level is minimum;farm 857,Yunshan's effect is moderate;farm Qingfeng,858,the influence is a little higher;farm 850,854,856 the influence is maximum.The research results reveal the temporal and spatial differences of the human activities effect on regional groundwater level in the year of 2000-2013 of the Mudanjiang administration.In the space,the trend is gradually weakened from the northeast to the southwest.On Time scale,the impact degree is generally enhanced from year 2000 to 2003,gradually weakened from year 2004 to 2013.(3)Establishment the multi-objective optimization allocation of water resources which include the social,environmental,and economic targets,based on the model of decision-making of master-slave hierarchical,Chose the 13 farm which belong to the Mudanjiang administration as the research object,and then using the particle swarm optimization to solve this configuration model.With the constraint of water supply and water demand,sewage discharge constraints,full consideration to the efficiency,equity and sustainability of water distribution,and at last considering r the influence of human activities on groundwater level to adjust the configuration results,finally got the water distribution results of each farm under the 75% assurance,which has certain guiding significance on the reasonable using of local water resources.At the same time,the result also reflects that the agricultural water consumption is that huge in Mudanjiang administration,in order to realize sustainable development strategy,the Mudanjiang administration should vigorously develop water-saving agriculture,to prevent the growth trend of agricultural water consumption in recent years.
