Today, more and more serious environmental pollution, water shortage issue is increasingly prominent, and how to effectively protect water resources has been put on the people’s agenda. Forests as the main terrestrial ecosystems play a huge role in water conservation areas. In today’s water shortage, how can better play the role of the forest areas of water conservation has become a topic of concern.In order to identify the low function water conservation forest better and reform the low water conservation forest effectively, this paper analyzes the content and form of water conservation function, analyzes the initial indicators of water conservation features, uses comprehensive evaluation method for screening out the indicators needed, then use the method level analysis of water conservation function index weighting calculations, the final calculates small class size in all cases water conservation capacity.Use a combination of C# and MATLAB way to build the system, C# interface to visualize and assess operability, call MATLAB data collected for appropriate treatment. Achieve a quantitative assessment of the effective management of water conservation forest functions and related information, can provide a theoretical basis for professionals in the plant reforestation. It can present a quantitative assessment of water conservation function of forest, effectively manage the relevant models and the information, and provide a theoretical basis for professionals in the plant reforestation.
