As we all know, forest fires is currently the major sudden and natural disaster to destroying forestry resources. And China, as one of the world’s agricultural and forestry country, have made full preparations to this, a lot of manpower and material resources is arranged to prevent forest fires from occurring in the period of high incidence of forest fires each year. But forest fires as a natural disaster is typical unexpected events, it is impossible to completely prevent the occurrence of forest fires due to uncertainty of the sudden event. Hence we can not ignore the post-disaster emergency rescue work.Once some forest fires occur, especially multiple forest fires occurring concurrently, if not ahead of time to make a reasonable and adequate emergency preparation for fighting or emergency plans, the rescue teams have to carry out emergency rescue without reasonable planning, not only is the valuable rescue time delayed, more serious would cause excessive, unnecessary destruction of valuable forest resources, the value of these resources is incalculable loss. Therefore we do full and deep research based on emergency traffic organization and path scheduling problem to forest fires, this study could provide a theoretical basis for China’s forest fire fighting and rescue work.By studying emergency path planning problem and the definition of the shortest route, a novel route planning model is established when some small-scale forest fires occur. According to the actual situation of emergency rescue, the rescue priority of each fire point is introduced into this model, and hybrid heuristic algorithm is used to solve this model such that a reasonable route program is obtained. Then we discuss the emergency vehicle scheduling problem, and emergency vehicle scheduling model for large-scale forest fires is built. A vehicle scheduling program is eventually obtained which meets the requirements of vehicle scheduling. Both models are verified via a real case, their results confirm that the proposed algorithms is feasible, which provide a theoretical basis for emergency rescue activity of forest fires.
