Incentive mechanism for non-commissioned personnel is at th is an important part of military hospitals’ human resources management. The completeness of the mechanism can directly influence the core competitiveness of the military hospitals and further influence the generation of the guarantee strength of the military hospitals’ health service. With the deepened development of the national medical care system, military hospitals play an important role in equalizing public healthcare service, for which the non-commissioned personnel should take a great credit. Based on the basic incentive theorie Maslow’s theory and Adams Equity Theory, this paper conducts discussion and research into the military H hospitals’ implementation of incentive mechanism for noncommissioned personnel. The aim of the paper is to summarize the experiences, lessons, strategies and measures through the study of certain military hospitals which can provide references for other military hospitals to improve the incentive mechanism for non-commissioned personnel to facilitate relevant departments’ decision-making about enhancing the management of noncommissioned personnel.The paper consists of five parts. The first part is introduction, which mainly introduces the paper’s topic selection basis and research significance, research achievements both home and abroad, research strategies, research methods, etc. The second part analyzes theories related to incentive mechanism for noncommissioned personnel of military hospitals. In this part, the paper mainly gives definitions of relevant concepts of incentive mechanism for noncommissioned personnel in military hospitals and analyzes its main elements and theoretical bases and necessity for improving the mechanism. The third part analyzes the status quo of military H hospital’s incentive mechanism for noncommissioned personnel. Based on a brief introduction of its situation, this paper points out the problems existing in the current mechanism and analyzes the reasons behind the problems. The fourth part put forward suggestions for the improvement of military H hospital’s incentive mechanism for noncommissioned personnel and corresponding measures and approaches as well. The fifth part comes to the conclusion to this paper. In this part, the paper also shows its future plan for further research and practice of the research topic by summarizing several conclusions of researching into the military H hospital’s incentive mechanism for non-commissioned personnel.
