Purpose: Through the investigation occupational disease information of spraypainting workers in automobile manufacturing enterprise, parts production enterprises,automobile4S shop in Changchun, I want to find out the problem and shortage thenanalyze it, finally put forward the solving measures and suggestions.Method：This study adopts literature analysis, interviews, specialty investigationanalysis and questionnaire investigation method. Using random sampling and clustersampling method, by means of Changchun City, the2administrative districts inautomobile manufacturing enterprises, parts production enterprises and auto4S shopin the labourers engaged in painting work to carry on the questionnaire survey. Alldata was unified code. I used Epidata software to establish database, SPSS13.0datafor statistical analysis, main statistical methods for general descriptive statistics.Interviews were conducted on the relevant expert investigation object, occupationaldisease regulatory departments and the occupation disease prevention and controldepartments. And I analyzed the case and the literature corresponding occupationdisease harm carefully.Results：The survey and interview results are as follows:In the aspect of the right to know of workers: due to the labourers engaged in paintingwork overall degree is low, the majority of workers work in the enterprise employeesin less than5years, the narrow knowledge and other causes make them know littleoccupation disease related knowledge and publicity work bad. There are differencesto establish occupational health management system and operation system in variousof enterprises. The establishment and operation of large state-owned enterprises worksin a good condition, but small and medium enterprises are not doing so well. But forChangchun, spray painting operation enterprises are mainly in small scale. Therefore, the establishment of occupational health management system and the managementsystem needs to be strengthened. Workplace enterprise administrative monitoring ofoccupational disease factors are better in large and medium-sized enterprises, however,small enterprises workplace monitoring of occupational disease although canachieve the basic coverage but qualified rate is not optimistic, the measured rate islow. At the same time, from the automobile production enterprises survey, most of theventilation facilities operating environment of painting is natural ventilation basedengineering protection For the Northeast climate, large temperature differencebetween the low temperature in winter, the situation of the natural ventilationprotective measures have certain limitations. It cannot reach the real purpose ofprotecting workers’ occupational health. In providing protection products varieties forspray painting operation enterprise is not applicable. Even most can provide personalprotective equipment for workers, the long-tern replacement of protection applianceexists problems, which will lead to the workers hidden danger of dying in individualprotection occupational harm factors. As long as the conditions when enterprises andworkers signed their labour contracts and payment of work-related injury insurance isrelatively good, it can provide a corresponding guarantee for workers. There are someproblems in the occupational health supervision work. On one hand, most enterpriseswere surveyed did not establish health surveillance archives. On the other hand,although the survey data shows that in pre, during the working period and after, theoccupational health examination rate was100%. But from2008to in2010, thenumber of medical growth situation, there is still a considerable part of the enterprisehealth examination were not included in the statistical range, which means in theoccupation health examination supervision loopholes.Conclusion：The survey shows that paint labourers’ rights about occupational healthwork protection in Changchun City automobile manufacturing has problems:1. Chemical hazard factors in automobile manufacturing painting industry affect morewhich harm labours’ rights.2. The establishment and operation system in automobile manufacturing paintingenterprises in Changchun has defects. 3. The occupation hazards detection and the establishment of supporting engineeringprotection facilities of the painting enterprises in Changchun City needs to beimproved.4. Spray painting enterprise in Changchun City exists problems in personal protectiveequipment management.5. The occupational health supervision of enterprises in Changchun City need to bestrengthened. Government supervision is not enough.
