Analysis On The Implementation Of Basic Public Health Service Policies In Chongqing

In 2009,our country launched a new round of medical and health system reform,proposing to establish and improve a basic medical and health system covering both urban and rural residents,to provide safe,effective,convenient and affordable medical and health services.In order to achieve the overall goal of the reform,it has been put on the agenda to comprehensively strengthen the construction of public health service system and to promote the gradual equalization of basic public health services as the important content of reform.Since 2009,our country has launched the basic public health services project,the government,aiming at the current major health problems of the urban and rural residents,focusing on 0 to 6 years old children,pregnant women,elderly people over 65,patients with chronic diseases,provided free health education,maternal and child health care,disease prevention and other basic public health services for all the residents.Over the past decade,with the continuous increase of government investment,the public health service system covering both urban and rural areas has been basically improved,the content of basic public health services has been gradually enriched,the quality of services has been steadily improved,the gap in basic public health services between urban and rural residents has been gradually narrowed and the health level of the people has been further improved.Since the new round of medical and health system reform in Chongqing,the municipal committee and government have issued a series of documents and policies related to basic public health services according to the unified deployment of the central government,initially established a basic public health service system benefiting urban and rural residents and achieved phased results,but there are still many problems in the process of policy implementation.For example,the construction of basic public health service system is not perfect,there is a lack of supporting documents and measures and the policy itself needs to be further optimized.In the process of implementation,there are still management gaps and implementation deviations.As the main body of implementation,Chongqing municipal health commission have vague attitude towards relevant policies and lack of implementation motivation;As the target group,the urban and rural residents lack understanding and supporting of the basic public health service policy;The basic public health service policy is restricted by the external environment such as economic environment and social environment,which also has a negative impact to some extent.Therefore,it is of great theoretical and practical significance to promote equalization of basic public health services in Chongqing by thoroughly analyzing the status of basic public health services in Chongqing,finding out the problems and causes in the implementation of policies and exploring the countermeasures and suggestions for the effective implementation of basic public health services in Chongqing.Based on the attempt to clarify the development process,implementation and main results of basic public health services in Chongqing,this paper adopts literature research,comparative analysis,questionnaire survey,expert interviews and other research methods,with the theory of new public management as the theoretical framework,using the Smith policy implementation process model to systematically analyze the problems and causes in the implementation of basic public health service policies in Chongqing from four aspects: idea policy,executing agencies,target groups and external environment.Aimed at the existing problems,this paper puts forward some countermeasures and Suggestions,such as optimizing the basic public health service policy,strengthening the implementation of grass-roots medical and health institutions,improving the health awareness of the target people and improving the external environment of policy implementation,so as to further promote the equalization of basic public health service in Chongqing.
