Background Ningxia provincial government introduced a special post of regional policy is Special Post Novitiate Doctors Policies.For the contradiction between supply and demand in Ningxia primary health care staff,to address the urgent need for grass-roots "go down, keep stay, can use" of the practical problems of health professionals,introduced a Sspecial Post Novitiate Doctors Policies in 2008. Since the impementation of the policy, whether the requirements of the objective of the policy, how effective policy implementation, we need a comprehensive evaluation and analysis from all aspects of the policy, thus proposed to improve the human resource allocation and policy views of the rural health workforce in rural primary health.Objective In this study,basiced on special post novitiate doctors recruitment, assignment, training, job satisfaction, and other aspects of the future development,Combined with government documents, statistical yearbooks and other information, Select a representative evaluation, the establishment of evaluation index system, effect on Special Post Novitiate Doctors policy implementation of an objective evaluation system,identify problems and implement policy reasons exist, and propose appropriate countermeasures.Methods Through on-site survey, individual in-depth interviews and group interviews, literature review method,collect government,Special post novitiate doctors, primary health care institutions, relevant data of the residents.Through expert consultation, discussion groups, screening, evaluation index.For quantitative data using Pearson sided test, Logistic regression method, for qualitative data, the use of system analysis, comparative analysis, composition ratio and other qualitative description method for analysis.Results Special Post Novitiate Doctors Policy implemented in the development, execution and other better.From staff satisfaction, the special post novitiate doctors interpersonal highest satisfaction reached 3.85 points, followed by the recruitment assignments, living conditions, self-realization,etc.,for the satisfaction of the minimum hardware facilities, 2.23 points, analysis The reason for the primary health care sector, outdated equipment, lack of diagnostic instruments, resulting in many medical services can not carry out a serious impact on their confidence in the grass-roots work, hindering the promotion of professional and technical standards. From policy implementation point of view, policy programs, although clearly defines the roles and responsibilities of various departments, but for the progress of the implementation, effectiveness, there is no specific department responsible for monitoring and reporting, the future development of special post trainee doctors are not clear, uncertainty assessment mechanism, management mechanism is not perfect and other issues have a serious impact on the policy of overall satisfaction special post trainee doctors and health workers. As for the primary health care sector, the emergence of temporary relief, although health workers pressure, but the probationary period is too short to assess issues such mechanism is not perfect, resulting in not fundamentally solve the problem of staff shortages, has little impact on the quality of medical services gains obvious.Meanwhile, in the policy implementation process, "makers" did not come to improve through the introduction of appropriate supporting policies of this policy, there is no regional preferential policies, resulting in the overall effect of the general policy, when policy makers did not reach the envisaged social and economic goals.Recommendations1. Improve the existing system for the preparation, the preparation for the establishment of special posts in remote areas;2. Strengthening professional ethics education, to encourage graduates to the grass-roots work;4.
