The "Healthy China" 2030 Plan Outlines that "health for all is the fundamental goal of building a healthy China",and that health for all has been elevated to a national strategic status.In order to shift the focus of health care from medical treatment to people's health,and solve the problem of the difficulty and high cost of getting medical services,the central government has proposed to deepen the reform of the medical and health care system,improve the medical service system,implement the policy of family doctors,and enhance the capacity of community-level services.In 2011,Shanghai became one of the first cities in China to introduce a contract service for family doctors.Shanghai has been pushing forward the family doctor policy as a basis for deepening healthcare reform.With the decline of contract service of family doctors,the quality of primary medical service and the operational efficiency of medical service system have been greatly improved.The bottom of the grass-roots net is constantly compacted,and the order of grading diagnosis and treatment is preliminarily formed.Through the use of big data analysis,family Doctor Policy Implementation has achieved results,but there are also problems such as family doctor assessment mechanism,family doctor talent shortage,single contract service.This article takes C street in Xuhui District as the case study object,unifies the public satisfaction theory,through the policy implementation system model proposed by Horn,Mitter,carries on the analysis to the family doctor actual implementation situation,this paper summarizes the main problems in the process of confirmation of C street family doctor in Xuhui District,which involves the following aspects: first,the expected contract rate and the rate of seeing a doctor in combination have not been achieved;Secondly,the function of policy executor can not meet the public demand;thirdly,many residents of the community policy on family doctor does not have a comprehensive and correct cognition;Fourthly,family doctors implement family doctor policy selectively;Fifth,the family doctor to the contract service content approval degree is insufficient.In view of the above problems,this paper puts forward the countermeasures for optimizing the Family Doctor Policy: First,optimizing the policy objectives and standards,including improving the rationality of the policy objectives,combining the supporting policies,the second is to improve the allocation of policy resources,including clarifying and standardizing policy resources,enriching human resources,rationally allocating financial resources,and efficiently utilizing information resources Third,the implementation of policies should be diversified,including flexible use of multiple consultation and treatment platforms,enriching the content of family doctors' contract services,increasing the appeal of publicity,and increasing the satisfaction of residents in the community.Fourth,the overall capacity of the policy implementation agencies should be enhanced,this includes improving the infrastructure of community health service centers,establishing a regular training mechanism for family doctors,optimizing the incentive mechanism and stimulating organizational vitality,this includes changing the healthy consumption habits of community residents,integrating social resources,improving residents' approval and creating a complete institutional environment;and sixth,guiding and optimizing the value orientation of policy implementers,it includes strengthening the policy identity of the executor,constantly improving the reward and punishment system,creating good conditions for the implementation of the policy.
