Along with the ongoing medical reform, quality of medical care has become the core of hospital management and clinical departments are the most important and direct managed objects. However, medical service quality evaluation index system of clinical departments in hospital is yet to be complete and how to comprehensively evaluate the medical service quality is an important issue requiring consideration in depth. Only can a multi-index comprehensive evaluation reflect objectively medical service quality of clinical departments in hospital. Meanwhile, problems in medical quality management can also be found according to the evaluation results, which facilitate administrators actively to reform in order to improve the quality of medical services and reach to the goal of promoting comprehensive development.【Objectives】 To evaluate and analyze the medical quality indicators to clinical inpatient departments in a hospital of Shenyang and identify characteristics and differences in the quality of medical services in the departments and provide the bases for hospital management and decision-making.【Methods】 Hospital inpatient departments are taken as the research objects. The clinic medical quality evaluation indexes are filtered out and their weighing coefficients are established with methods of literature review and expert consultation. Weighted RSR method is applied to analyze the department medical quality so as to determine the characteristics and differences in all departments.【Results】 According to the WRSRCD value for grading and sorting sections, medical quality of hospital departments are divided into "best" and "good" and "average" three gears. Among them, WRSRCD greater than 0.3597 as the “best”, including the departments of P, J, L, H, and Q. WRSRCD 0.2673~0.3597 to "good", including sections of F, N, O, T, I, K, and M. WRSRCD less than 0.2673 as "average", including departments of S, B, D, C, R, A, U, E, G, and V.【Conclusions】 With analyzing to the results of departments in the gear of “best” and “average”, it presents that some department patient satisfaction is lower caused by great pressure of work to medical staff although a higher level of medical quality in the evaluation granted, as needing adjusting of staff resources. "Average" departments have a lot of problems, such as unreasonable bed resources, low levels of indexes and less serious patients, which needs improvements to the sectors. Hospital administrators should pay more attention to the issues of higher medical expenses and drug ratios in most surgery departments by standardizing diagnosis and treatment processes, strengthening rectification of clinical details, so as to comprehensively improve the quality of medical services in the hospital.
