BackgroundIn recent years, with the development of society and the promotion of the technology, the incidence of public health emergencies is on the rise. The severe situation puts forward higher requirements on capacity building of grassroots health emergency personnel. However, as an important part of capacity buiding, professional training is more and more difficult to meet the needs of grassroots health emergency personnel because of its backward forms. As a new form of training, online training has been successfully applied in many fields, but the application in the field of Chinese health emergency is relatively few, and the related research is very scarce.ObjectivesTo evaluate the suitability of online training in the application of basic health emergency response agencies, summarize the experience and lessons, and provide valuable references for further popularization and application.Methods(1)The basic survey of the emergency response ability situation and training requirement of the grass-roots health emergency agency in Hefei district: In September 2012, we started the investigation on the emergency personnel who were from center of disease control(CDC), emergency rescue medical staff in designated hospitals, the health administrative department and related personnel in nine counties of Hefei district. Led by Hefei CDC, the investigation was done by the way of field questionnaire survey. Epidata3.0 is adopted to establish the questionnaire database, SPSS16.0 software is adopted for statistical analysis.(2)The implementation of online training platform: Group uses the special subject"health emergency online training platform" developed by health industry as the online learning platform In May 2013, Policy documents were issued by Hefei CDC. Then,a meeting was held to promote the pilot application of online training platform in Hefei area. After that, the online training program was launched officially. The training period was one year which was divided into two stages: free learning and programming learning.(3)Suitability evaluation of online training : conducted by questionnaire survey and individual interviews.The questionnaire was carried out through the online investigation. The objects of individual interview were the leaders who were responsible for public health emergency in grass-roots health emergency agencies. SPSS16.0 software was used for statistical analysis. Descriptive analysis was the main method for evaluation; Interview records were transferred into word file, and analyzed by qualitative analysis method.Results(1)Results of survey on grassroots health emergency capability and training requirement of Hefei area:we investigated a total of 263 the number of people.CDC status: Respondents to emergency disposal ability to master better situation assessment is 24.4%, average 56.3%. No great. The overall evaluation of this unit of the emergency response capacity is very good 15.6%, better 53.3%, generally 28.1%. In terms of the specific ability to master, self evaluation of relatively good and very good is on-site health education(87.6%) and events reporting ability(84.4%), relatively poor is ability of crisis communication(9.3%), after the event evaluation(13.6%) and plan preparation(18.5%).The average number of training is 1.84 for nearly a year, 70.8% of respondents show very needed and relatively needed for online learning.Current status of health administrative emergency departments ability: In the process of establishing the emergency response plan, due to the lack of related methods and technical guidance, we rarely carried out risk analysis and strength analysis. Emergency assessment and risk assessment is the weak link. Relatively good is the event monitoring, reporting and health education. The average training number of nearly is less than 1 time. 58.3% of respondents said they need or relatively need online training very much.Medical rescue agencies: most aid workers(92.7%) are satisfied with the aspects of "triage" ability, 96.4% of the majority of people are satisfied with the ability of "scene treatment", 92.6% of the majority of people are satisfied with their "medical transport" ability, and related to radiation treatment, the majority(66.1%) said they had no experience. 65% people said in the past year they had participated in the emergency rescue training. 70.2% people participated in the emergency rescue drill. On the online training exercise needs, 58.3% expressed the need and relatively need.(2) The health emergency online training platform and pilot application:In March 2013, the special health industry group had done the construction job of the health emergency online training platform, than officially launched in operation. In May 2013- May 2014, they complete pilot application in Hefei area, a total of 253 people(covered) attended and completed the online training period of one year.(3)Online training platform suitability evaluation results:A total of 253 people completed the training to become the object of investigation. We selected 3 basic level health emergency leaders as the interview objects. Questionnaire overall reliability coefficient was 0.8076, showing that the questionnaire had good reliability. We evaluate from five aspects: Environment suitability evaluation of hardware and software: the number of computers of Grass-roots staff unit have amounted to 98%, using the Internet up to 88.54%. More than 90% of the staff grasp the basic skills to conduct online training. The platform provides functional suitability evaluation: 83.79% of the grass-roots staff evaluated that the online training platform is very good and relatively good. The highest evaluation of specific functions is auxiliary information(91.31%), the lowest is game learning(81.03%). The effect of online training platform: the biggest function of the platform is training learning(90.12%), the smallest is the credits(36.36%), for their own ability to improve, the main evaluation is ascending to a certain extent, but in general.Autonomous learning desire: 67.98% Staff at the end of the learning period still will take the initiative to log in training platform for learning, 73.52% of the staff will use the platform as one of the ways to solve the problems. The evaluation of comments and suggestions : the construction of the training content and meet the needs of the personnel at the grass-roots level is a major focus on aspects of students(86.56%).Interview results:In attitude, the leaders of grassroots health emergency agencies support health emergency training platform, and pay this support to the practical action. In the evaluation of the role the training platform playing, the leaders at the grass-roots hold positive evaluation, but also put forward some constructive views.ConclusionsThe conditions of online training of grass-roots health emergency agencies are basically ripe; self training and related administrative measures are parallel to ensure the training effect;online training has a positive effect on the promotion of grassroots health emergency personnel’s knowledge and ability; to strengthen the construction of learning content will be the key work of online training popularization.New online training mode has good suitability in grassroots health emergency personnel agencies.
