Research On Construction Of Chongqing Healthy City Evaluation Index System

Objective: Establish a scientific and rational Chongqing healthy city evaluation index system which is suitable for Chongqing actual background and development stage to effectively provide reference for the healthy city construction in Chongqing.Methods :( 1) Literature review : Three English and three Chinese electronic databases were searched. Articles reported healthy city index systems were included. Two reviewers independently screened the articles, extracted the data and conducted analysis.(2)Qualitative interview:Depth interview was used for key persons about construction of healthy city and its evaluation index system. Framework analysis mainly be used for data collected from qualitative interview. Preliminary Chongqing healthy city evaluation index system was established on the basis of this step.(3)Specialists Inquired Method:Data analysis approach with SPSS 17.0 after two rounds of expert consultation, Further improve the index system.Results:(1)Result of literature review: Finally the Principles and methods of establishing the healthy city index system were summarized. The index systems could be generally classified into two types. This part summaries 9 healthy city evaluation index systems, in which 70 indicators are in common. All of them can be divided into 6 categories: environment, social, service, people, health place, public opinion.(2) Result of qualitative interview: Most of interviewees consider that healthy city include healthy environment and people, a few interviewees think that also include social aspect. They believe that healthy city is an upgraded version of sanitary city, and healthy city evaluation index system is necessary to establish but the current common indicators is not comprehensive enough. It must cover the sanitary city standard and documents related to the Chongqing municipal government, and it must be combined with the actual circumstances of some indicators of Chongqing distinctive, etc. We learn about that health units are the main aspects of the initial construction of Chongqing healthy city, the difficulties in this period are social participation and part of citizens’ comprehensive quality is not enough, the personnel and facilities configuration should be strengthened in primary health institutions.(3) Result of specialists inquired: Chongqing healthy city evaluation index system is formed after two rounds of expert consultation, which consists of 8 first class indicators, 14 second class indicators and 103 third class indicators. First class indicators are environment, social, health service, healthy people, healthy place, characteristic indicator, public opinion, organizational guarantee. Environmental indicators are divided into 4 second class indicators. This part has 19 third class indicators(accounting for 18.4% of the index system); social indicators are divided into 5 second class indicators. This part has 18 third class indicators(17.5%); health services are divided into 3 second class indicators. This part has 23 third class indicators(22.3%); healthy people indicators are divided into 2 second class indicators. This part has 20 third class indicators(19.4%); healthy place, characteristic indicator, public opinion and organizational guarantee indicator has 8(7.7%), 4(3.9%), 6(5.8%), 5(4.9%) third class indicators respectively.Conclusions:(1) Primary Chongqing healthy city evaluation index system is eventually developed, and it fit Chongqing actual situation.(2) We need to pay attention to the following aspects in the actual practical application process of healthy city evaluation index system. The index system still needs to be improved according to the feedback of the workers in the probation, and it need to be constantly updated; the short-term indicators and long-term indicators combine to promote the construction of healthy city in a better way; pay attention to the implementation of organizational guarantee indicator to win the support of the government and leaders, establish cooperation of cross-sectoral, increase promote strength of government; we must increase publicity of healthy city and the index system and pay attention to the implementation of public opinion indicator to enhance the quality of the citizens and improve social participation by using innovative means like new media, and pay attention to the power of social organizations, foster volunteers, innovate evaluation methods, breakthrough in public health and other limitations.
