BackgroundThe creation of Sanitary City in China is one of the main forms of patriotic health work in the new period,and it is a healthy city construction action with Chinese characteristics.Through the creation of Sanitary City in China,the macro-policy intervention,it has many effects on the social determinants of health.The previous research lacked research on the long-term impact of the establishment of Sanitary City in China on the urban environment,social development and population health.By establishing a set of long-term impact evaluation index system,it provides scientific basis and methodological reference for subsequent related research.ObjectiveIn this study,the current situation and standards of Sanitary City in China are studied,suitable indicators are selected,a set of scientific,reasonable and quantifiable long-term impact evaluation index system of national health cities is established,which provides assessment tools for the next step of sanitary city evaluationMethodsThrough collecting the score data of the National Patriotic Health Campaign Committee on the naming Sanitary City in China from 1989 to 2019,this paper describes the distribution characteristics of Sanitary City in China,which provides the research background.Based on literature review and analysis of establishment standards of sanitary city,the long-term impact evaluation index framework of Sanitary City in China is formed.Set up index pool through panel discussion.Delphi method is used to form the long-term impact evaluation index system of Sanitary City in China,and the operability of the index system is tested by the availability of index dataResultsThe coverage rate of Sanitary City in China is 43.38%,among which the coverage rates of sanitary city in the east,middle and west regions are 54.36%,32.31%and 40.63%respectivelyThe positive coefficients of the experts in the two rounds of delphi methods were 94.44%and 100%,the coordination coefficients were 0.2729(P<0.001)and 0.2774(P<0.001)respectively,the authority levels were 0.86 and 0.87,and the Cronbach coefficients were 0.919 and 0.947.In the first round of expert consultation,7 third-level indicators were deleted.3 second-level indicators and 13 third-level indicators were added,and 4 second-level indicators and 6 third-level indicators were modified;in the second round,7 third-level indicators and 1 secondary indicator were deleted,and weights were given to each indicator separately.In the end,the long-term impact evaluation index system of Sanitary City was established,including three primary indicators,environmental health level,social development level and population health level,19 secondary indicators and 41 tertiary indicators.ConclusionThe long-term impact evaluation index system of the Sanitary City in China established in this study,the system covers a comprehensive range of indicators with good accessibility,can effectively objectively evaluate the long-term impact of the Sanitary City,has a certain scientific and reliable.It can provide technical support for evaluating the long-term impact of Sanitary City on environmental sanitation,social development and population health.Considering the current situation of the establishment of sanitary cities in China,we should carry out the construction of Sanitary City in depth and strengthen the monitoring and assessment of the construction.A unified information resource platform will be established to collect index data related to the impact assessment of Sanitary City by means of information,and to explore the impact of Sanitary City on environmental health,social development and population health.It will provide policy basis for the central and western regions to carry out Sanitary City creation activities more actively and comprehensively,and improve the coverage of Sanitary City creation,so as to achieve the Healthy China 2030 planning target.
