In October of 2016,the State Council issued and implemented the “Healthy China 2030 Planning Outline”,aiming at promoting the development of healthy China and improving people's health level.This is the first time that health issue is brought up as a national strategy.Among which,concept “Healthy Cities” plays an important role in promoting Healthy China's strategic development and is also an essential focusing point for the big health industry.At present,while accelerating economic development,the Chengdu government is also aware of the importance of building up a healthy city for sustainable urban development.However,the way to implement and the specific implementations are still at a groping stage.Based on the systematic review and summary of the development history of healthy urban construction at domestic and foreign related policies,Chengdu ABC districts was selected as the research object in this paper.Three methods were taken to analyze and assess the progress of the construction of Healthy Cities in Chengdu comprehensively: 1)to collect relevant documents and policies of Chengdu Municipal Government;2)To gather data from some urban population health indicators(2012-2017)and Chengdu National Health City Evaluation Index System 2018;3)to conduct in-depth interviews with the heads of the Department of Healthy Urban Construction(Aiwei Office)by using monitoring,accountability,reporting,impact assessment framework(MARI).The results showed that since the proposing of Health City construction in2016,Chengdu has introduced a great number of policies to construct a Healthy Cities.According to the data,in terms of population health,though Chengdu had a gap comparing to cities in east coast when it comes to infant and maternal mortalities,the gap is narrowing and a tendency of going beyond the east coast cities could be expected.Starting from 2012,Chengdu's three major indicators(per capita life expectancy,infant mortality,maternal mortality)have shown a steady change.At the same time,the indicator level at the end of the survey has changed significantly from the initial indicator level.To a certain extent,the overall healthlevel of Chengdu has been significantly improved.The results of in-depth interviews showed that from 2016 to 2018 the construction of healthy cities in Chengdu has transformed in the early stage of investment of time and efforts,but in terms of the implementation process,a mature construction path has not yet been explored.About the construction output there is a need to improve the professionalism of the healthy city construction team.Problems also lie in that no accurate data can be used to monitor and analyze the construction of a healthy city.The goal only stays at the targeting management,lacking of systematic assessment and limitations of departmental work and other issues.In this regard,the author suggests through 1)the integration of health into all policies;2)diversification of the use of health city funds;3)speeding up the legislation about smoking zone and tobacco control;4)increasing participation of public and private sectors;5)transferring the working focus of the Guardian to join the Healthy City International Network;6)establishing a more accurate indicator system,setting short-term medium-term long-term goals and conducting regular assessments to improve the current healthy urban construction in Chengdu,to find a way for Chengdu to become a first-class national healthy city.
