Sanzhou, which is also called Shuzhou, is informally equal to a county in theYuan,Ming and Qing dynasties. It is a special statistical administrative region name in the localadministrative divisions system. Through a special case study on northwestern region ofthe Ming dynasty,it is found as the following: first, the changes of Sanzhou of thenorthwest are various and diverse, including lineage, home waste, increase and decreasein value; Second, the two elements which affect Sanzhou are economic development andpolitical construction, and the former is the primary factor; Third, the changes of theMing dynasty Sanzhou in the northwest region has the characteristics of political,commercial, and frontier nature, and the changes of Sanzhou are composed of multiplecharacteristics, the most direct function of the change of Sanzhou is the political purposeof the government.This article aims to emphasis on the Ming dynasty which set up the distributioncharacteristics, change process and the reason of Sanzhou in the northwest region. Thearticle may help the study of administrative divisions in northwest regions of Mingdynasty. The first two chapters of Sanzhou reasons, management function and the maincharacteristics are briefly analyzed, and pointed out that Shuzhou and Sanzhou are equalto each other. Since the Yuan dynasty, to distinguish between the state of high and low,the subordinate relations of different grade, in the former "Zhili","Shu" or "San" wordsto show differences. Its administrative position in Yuan, Ming and Qing three generationsof successively decrease, until the position is equivalent to the county, and there is nocounty jurisdiction over state. The initial set of Sanzhou may be to highlight the region inthe economic or political special status, and to improve the efficiency of administrativemanagement, but when Sanzhou set to generalize, the particularity gradually lose, andbecome a kind of inertia. Sanzhou as one of the component unit of local administrativelevels, is an important part of the central government to the local implementation of theadministrative. The change procedure determines the characteristics of its variability,inheritance and stability.The last two chapters put emphasis on the set and distribution of Sanzhou ofnorthwest China, in the Ming dynasty. On this basis, collate and summarize Sanzhou change background, change course, reason and characteristics, and points out thatSanzhou distribution represents a feature of "inside close outside loose". The changeprocess of Sanzhou in the northwest region has the characteristics of political,commercial, and frontier nature, and the two main factors influencing the Sanzhouchange is the economic development and political construction. In conclusion, it hasmade adjustments to the control of the state, and the change is certainly affected bycharacteristics combined with multiple changes. Sanzhou changes are completely in orderto meet the requirements of the political purpose of government and politics, and theexpected governmental political goals.
