Study On The Current Situation And Countermeasures For Improvement Of Equalization Of Basic Public Cultural Service In County Areas

As socialism with Chinese characteristics enters a new era,the main contradictions in our society have been transformed into the contradictions between the people's growing need for a better life and the unbalanced and inadequate development.At present,in terms of the supply of basic public cultural services to meet the basic cultural needs of the people,the problems of insufficient development and low degree of equalization are more obvious.In order to solve the problem of the low degree of equalization of basic public cultural services,the academic circles have carried out extensive discussions and exploration,and the research results related to the equalization of basic public cultural services are becoming more and more abundant.However,in general,theoretical research is more than empirical research,national qualitative research is more than local research,and there is a lack of research on the equalization of basic public cultural services at the county level.This paper takes Changsha County as an example to study the equalization of basic public cultural services in counties in China.Through collecting data and field investigation,this paper analyzed the current situation,problems and causes of promoting the equalization of county basic public cultural services in Changsha County,and put forward countermeasures to promote the equalization of county basic public cultural services.The study finds that the level of non-equalization of basic public cultural services in county is high,which is embodied in four aspects: large gap in financial input of county public cultural services,unequal number of county public cultural infrastructure,weak basic public cultural services in rural areas,and lack of basic public cultural service talents in towns and townships.Establishing the correct concept of basic public cultural development,establishing and improving the management mechanism of grass-roots public culture,balancing the allocation of county public cultural service resources,safeguarding the basic cultural rights and interests of county special groups,and promoting the digital construction of county basic public cultural service are the basic ways to realize the equalization of county basic public cultural service in China.
